Resolution to Award a Construction Contract to Corby Energy Services, Inc. for the 2021 Streetlight Replacement and Painting Project ($974,510.00, ITB 4679)

Memorandum

Attached for your review and approval is a resolution to award and enter into a construction contract with Corby Energy Services, Inc. in the amount of $974,510.00 for the 2021 Streetlight Replacement and Painting Project, ITB 4679.

 

The project includes replacement of 197 streetlights, and painting/maintenance of 68 streetlights, throughout the City that were previously assessed to be in poor condition.  Specific project areas targeted by this work include West Stadium Boulevard, South State Street, Plymouth Road, Fuller Road, Glazier Way, Eisenhower Parkway, and West Liberty Street from South First Street to South Main Street. This work is for capital maintenance of existing streetlights only.  Separate work is being coordinated with DTE and City crews for the installation of new streetlights.

 

Three (3) bids were received on Thursday, May 6, 2021.  The lowest responsible bid was from Corby Energy Services, Inc. in the amount of $974,510.00.  A summary of the bids is attached.

Staff recommends awarding a construction contract to Corby Energy Services, Inc. in the amount of $974,510.00. As bids came in below the engineering estimate, staff also recommends approving the City’s expenditure of an additional $250,000.00. In addition to providing sufficient funding in the event of construction contingencies, the use of these additional funds would allow for additional replacement and painting work to be performed beyond what was explicitly listed in ITB 4679. It is requested that the total $1,224,510.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

Corby Energy Services, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact:  The FY2022-2027 Capital Improvements Plan (CIP) identifies the Streetlight Capital Maintenance Project (TR-OT-20-05) and funding is available in the approved Capital Budget.

Whereas, It is appropriate to repair or replace City-owned streetlights in various locations throughout the City to provide reliable street lighting;

Whereas, Funding for streetlight capital maintenance is available in the approved Capital Budget;

 

Whereas, Bids were received by the Procurement Unit on May 6, 2021 and Corby Energy Services, Inc. of Belleville, Michigan, was the lowest responsible bidder at $974,510.00;

 

Whereas, It is now appropriate to enter into a contract with Corby Energy Services, Inc. for the 2021 Streetlight Replacement and Painting Project; and

 

Whereas, Corby Energy Services, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a construction contract with Corby Energy Services, Inc. in the amount of $974,510.00 for the 2021 Streetlight Replacement and Painting Project (ITB 4679);

 

RESOLVED, That a contract contingency amount of $250,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Corby Energy Services, Inc. not to exceed $250,000.00 in order to satisfactorily complete the project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
