Resolution to Approve a Contract with Governmental Consultant Services, Inc. for Lobbying Services ($48,000.00)

Memorandum

The attached resolution requests authorization for a one-year contract for services with Governmental Consultant Services, Inc. (GCSI) for $48,000.00 for fiscal year 2022. 

 

Budget/Fiscal Impact:  Funds for this contract are included in the FY2022 City Administrator's budget.

 

Since 2001 GCSI has provided the City with legislative advocacy and assistance with the governor and state departments. GCSI has contributed to the City’s efforts to increase state funding for fire protection, land-use planning, and parks and recreation projects.  GCSI monitors issues currently pending before the legislature and advocates the city’s specific interests.  Since an RFI for these services has not been issued since inception, staff anticipates issuing an RFI in the fall of 2021 and re-evaluate the services the City needs.

 

GCSI's current contract for services expires on June 30, 2021.

 

GCSI complies with the requirements of the Non-Discrimination and Living Wage ordinances.

Whereas, In 2001, City Council sought proposals for the provision of lobbying services for the City and awarded a one-year contract to Governmental Consultant Services, Inc. (GCSI) which under the terms of the contract provided for two six-month service periods;

 

Whereas, GCSI's current contract for services expires on June 30, 2021;

 

Whereas, An RFI for these services has not been issued since inception and best practices requires periodic re-evaluation;

 

Whereas, Staff anticipates issuing an RFI in the fall of 2021 so the proposed contract is being requested on a month-to-month basis;

 

Whereas, GCSI has done an outstanding job since 2001 of communicating issues currently pending before the legislature;

 

Whereas, Funds for this contract are included in the Administrator's Office FY2022 budget; and

 

Whereas, GCSI complies with the requirements of the Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve a one-year contract with GCSI in the amount of $48,000.00 for fiscal year 2022, to perform lobbying services for the City;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any documentation to identify GCSI as the City’s lobbyist, and any changes or amendments that do not exceed the amounts authorized herein.
