Resolution to Adopt Final Project Plan for the Barton Pump Station Valve Improvement Project and Designate an Authorized Project Representative
Memorandum
This memorandum and resolution requests adoption of the final Project Plan for the Barton Pump Station Valve Improvement Project and designates Craig Hupy, the City of Ann Arbor’s Public Services Area Administrator, as the Authorized Project Representative. A Project Plan is the first step in applying to the Finance Division, Michigan Department of Environment, Great Lakes, and Energy (EGLE) for a Drinking Water State Revolving Fund (DWSRF) loan.
The DWSRF is a low-interest loan program designed to assist water suppliers meet Michigan’s Safe Drinking Water Act (SDWA) requirements. The City must first submit a Project Plan to be ranked on the Project Priority List (PPL) for consideration of federal and state-match funding sources. A final Project Plan must be submitted to EGLE by July 1st for review, scoring, and ranking in the PPL that will go into effect October 1st. The PPL ranks eligible projects based on factors that include drinking water quality, SDWA system reliability, and population. Based on available funding and PPL ranking, EGLE develops a milestone schedule with the community for projects receiving a DWSRF loan award. If successful, next steps for the City would include advertising the project for bid and selection of a general contractor. Award of this construction project would be presented to Council for their consideration and approval.
The Project Plan, prepared by Stantec Consulting Michigan, Inc., identifies the need to replace aging and inoperable valves and the associated piping at Barton Pump Station and install new air release valves on the 42-inch and 24-inch raw water transmission mains. The proposed improvements are necessary to assure operational control and system reliability for the City’s critical raw source water supply infrastructure.
The Project Plan is based on the Barton Pump Station assessment and design phase efforts performed by Stantec and evaluates alternatives for effectively addressing the existing infrastructure needs. The selected alternative of the Project Plan recommends replacing the existing valves and associated piping at Barton Pump Station and installing air release valves on the raw water transmission mains.
A Drinking Water State Revolving Fund Loan will provide the City with a lower than market interest loan and extend the repayment period for this debt, providing cash flow relief in the near-term.
It is therefore recommended that City Council approve formal adoption of the final Project Plan for the Barton Pump Station Valve Improvement Project and designate Craig Hupy, the City of Ann Arbor’s Public Services Area Administrator, as Authorized Project Representative.

Whereas, The Barton Pump Station Valve Improvement Project will ensure that a reliable supply of raw source water from the Huron River is delivered to the City’s Water Treatment Plant;
Whereas, The City recognizes the benefits of improvements to its critical water system infrastructure;
Whereas, A Project Plan is the first step in the application process for a Drinking Water State Revolving Fund Loan; and
Whereas, Said Project Plan was presented at a Public Hearing held on June 3, 2021 and all public comments have been considered and addressed.
RESOLVED, That Council formally adopts said Project Plan and agrees to implement its recommendation to complete the valve and piping improvements at Barton Pump Station and install air release valves on the raw water transmission mains;
RESOLVED, That the Public Services Area Administrator, a position currently held by Craig Hupy, is designated as the authorized representative for all activities associated with the project referenced above, including the submittal of said Project Plan as the first step in applying to the Finance Division, EGLE for a Drinking Water State Revolving Fund Loan to assist in the implementation of the project; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any authorized renewals and any changes or amendments that do not exceed the contingency amount.
