Memorandum
Attached for your approval is a resolution to award a construction contract to Bailey Excavating, Inc. (Bailey), in the amount of $2,544,692.24, for the 2021 Miscellaneous Utilities Project.

Project Description

This project includes three separate areas of work, which were combined into one contract for cost saving purposes. The three locations included are as follows:

* N. Main Street - Construction of a new storm sewer from a manhole at the edge of Bluffs Park to the railroad and abandonment of old storm sewer running underneath buildings at 1251 and 1250 N. Main Street.
* Bird Road at Newport Road - Replacement and relocation of pressure reducing valve, including construction of a vault and adjacent piping.
* W. Liberty St. and Crest Ave.- Replace and upsize water mains on W. Liberty St. from S. Seventh St. to Crest Ave., and on Crest Ave. from W. Liberty St. to Buena Vista. Full width pavement resurfacing is included in the scope.

The City published plans and specifications through its procurement website and MITN.info and received two bids on April 15, 2021. Bailey was the lowest responsible bidder at $2,544,692.24, which is 14% above the Engineer's Estimate. A summary of the bids is attached.

Bailey submitted all required Responsible Contractor Criteria, Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms; and complies with the requirements of the City's Responsible Bidder, Non-Discrimination, and Living Wage ordinances.

Budget/Fiscal Impact: The current Capital Improvements Plan (CIP) includes the N. Main Street Storm Sewer Relocation (UT-ST-18-17), the Bird Road Valve Replacement (UT-WS-16-21), and the W.
