Resolution to Award the Contract for the Geddes Road Water Main Project to Fonson Company, Inc. in the amount of $1,755,188.50 (ITB 4656)

Memorandum

Attached for your approval is a resolution to award a contract to Fonson Company, Inc. in the amount of $1,755,188.50, for the construction of the Geddes Road Water Main project.

 

This project will replace approximately 3,000 feet of deteriorated water main on Geddes Road between Windycrest Drive and Earhart Road with new 16-inch water main. Geddes Road will be resurfaced with new asphalt in the construction area. Construction is scheduled to start in early June 2021 and to be completed at the end of August 2021.

 

Due to the limited workspace on this relatively narrow road, during construction one-way traffic will be maintained on Geddes Road in the eastbound direct for local traffic only. All through traffic will be detoured using Huron Parkway, Glazier Way, and Earhart Road.

 

Plans and specifications were advertised through BidNet (ITB 4656). Five bids were received and opened on April 6, 2021. The lowest responsible bid was submitted by Fonson Company, Inc. in the amount of $1,755,188.50. A summary of the bids is attached. Fonson Company, Inc. has previously completed similar projects in the City and is knowledgeable of the City’s construction standards. Fonson Company complies with the requirements of the non-discrimination, responsible bidder, and living wage ordinances.

 

Budget/Fiscal ImpactThe approved Capital Improvements Plan (CIP) includes the Geddes Road Water Main Project (UT-WS-20-25).  Funding is available in the approved Water Supply System Fund Capital Budget.

Whereas, The existing water main in Geddes Road from Windycrest Drive to Earhart Road is in deteriorated condition;

 

Whereas, The Capital Improvements Plan (CIP) includes the Geddes Road Water Main Project (UT-WS-20-25);

 

Whereas, Funding for the project is available in the approved Water Supply System Fund Capital Budget;

 

Whereas, The City received bids on April 6, 2021, and Fonson Company, Inc. was the lowest responsible bidder with a bid of $1,755,188.50;

 

Whereas, The proposed contract sets forth the services to be performed and the payments to be made, all of which are agreeable to the City; and

 

Whereas, Fonson Company, Inc. complies with the requirements of the Non-Discrimination, Responsible Bidder, and Living Wage Ordinances.

 

RESOLVED, That Council approve a contract with Fonson Company, Inc. in the amount of $1,755,188.50 for the Geddes Road Water Main Project (ITB 4656);

 

RESOLVED, That a contingency amount of $180,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with the Fonson Company not to exceed that amount, in order to satisfactorily complete this Project;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
