Resolution to Establish the Newport/Sunset Sidewalk Gap Project Budget and Appropriate $120,000.00 (8 Votes Required)

Memorandum

Attached for your review and approval, please find a resolution to approve the appropriation of $120,000.00 from the Street, Bridge, and Sidewalk Millage to establish the Newport/Sunset Sidewalk Gap Project to interim finance the design, public engagement, and bidding phase of the project.

 

This project includes the construction of sidewalk on the west side of Newport Road from Downup Circle to Sunset Road, and on the north side of Sunset Road to Brooks Street. The project will utilize Federal funding from the Surface Transportation Program (STP) to offset the local cost of the project.

 

On November 3, 2020 voters approved the New Sidewalk Construction Millage, which will provide a dedicated funding source for filling gaps in the City’s sidewalk network. However, since revenue from this source will not be available until July 1, 2021, the cost to complete the design work and bid the project needs to be interim financed from the Street, Bridge, and Sidewalk Millage Fund so that the work can be completed on time to utilize the STP funds and begin construction of the project in the spring of 2022. Once the revenue from the new millage is available, the Street, Bridge and Sidewalk Millage Fund will be reimbursed.

 

Budget/Fiscal Impact:  Since the Street, Bridge, and Sidewalk Millage Fund will be reimbursed at the start of FY 22, there will be no long-term unanticipated budget impacts. Reimbursement to the Street, Bridge, and Sidewalk Millage Fund will come from the New Sidewalk Construction Millage.  This project is included in the FY2022-27 Capital Improvements Plan (TR-AT-18-12 & TR-AT-18-13). Winter maintenance on the segment of new sidewalk installed on Newport Road north of M-14 will be performed by Park Operations.

Whereas, The FY2022-27 Capital Improvements Plan Includes the Newport and Sunset Sidewalk Gap projects (TR-AT-18-12 & TR-AT-18-13), which will be executed together as one design and construction project;

 

Whereas, The New Sidewalk Construction Millage will be able to provide funding for this project without the need to specially assess, however funding will not be available until July 1, 2021; and

 

Whereas, In order to complete the design work in time to utilize Federal funds and begin construction in the spring of 2022, funding from the Street, Bridge, and Sidewalk Millage Fund is needed to interim finance the design, public engagement, and bidding phase of the project until revenue from the New Sidewalk Construction Millage is available, at which time the Street, Bridge, and Sidewalk Millage Fund will be reimbursed;

 

RESOLVED, That $120,000.00 be appropriated from the Street, Bridge, Sidewalk Millage Fund, fund balance, to a newly established Newport/Sunset Sidewalk Gap Project, increasing the expenditure and revenue budgets accordingly, to be reimbursed by the New Sidewalk Millage proceeds upon collection beginning in FY 2022; and

 

RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
