Resolution to Award a Construction Contract to Doan Construction Company for the South Industrial Highway Concrete Pavement Repair Project ($1,071,197.58)

Attached for your approval is a resolution to award a construction contract to Doan Construction Company in the amount of $1,071,197.58 for the South Industrial Highway Concrete Pavement Repair Project (“Project”).
Project Description: The project will repair the concrete pavement on South Industrial Highway between Eisenhower Parkway and Stadium Boulevard in order to maintain the pavement in good condition. The project also includes restriping to incorporate northbound and southbound bicycle lanes throughout the whole corridor.
Project plans and specifications were distributed through the City’s procurement website. Six (6) bids were received and opened on February 16, 2021. Doan Construction Company of Ypsilanti, Michigan, was the lowest responsible bidder with a bid amount of $1,071,197.58, which is 40% lower than the Engineer's Estimate of $1,800,623.80 and $163,451.26 lower than the next lowest bidder. Attached is a summary of the bids received.
Doan Construction Company has successfully completed similar work in the City and is able to meet the Project requirements. Doan Construction Company has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
When assembling the bid documents, staff inadvertently omitted a portion of the questions related to the Responsible Contractor Policy (RCP), therefore these questions were not completed by any of the bidders. Steps have been taken to make sure this error is not repeated. Based on their lengthy history working for the City, staff’s experience with Doan Construction is that they are a responsible contractor who is very familiar with the City’s standards and specifications. Therefore, staff recommends Council award the contract for the South Industrial Concrete Pavement Repairs to Doan Construction.
Budget/Fiscal Impact: The South Industrial Highway Concrete Repair Project is included in the approved FY20-25 Capital Improvements Plan (TR-SC-18-10). The estimated total project cost, which includes design, project administration, inspection, and testing is $1,654,000.00; funding is included in the Street, Bridge, and Sidewalk Millage Fund.

Whereas, The project includes restriping to incorporate northbound and southbound bicycle lanes throughout the whole corridor;
Whereas, Funding for this project (TR-SC-18-10) is included in the Street, Bridge, and Sidewalk Millage Fund’s approved capital budget;
Whereas, Competitive bids were received on February 16, 2021 (ITB-4655) and Doan Construction Company was the lowest responsible bidder with a submitted bid of $1,071,197.58;
Whereas, The contract sets forth the services to be performed by and payments to be made, all of which are agreeable to the City;
Whereas, It is now appropriate to contract with Doan Construction Company for the Project; and
Whereas, Doan Construction Company complies with the requirements of the Non-Discrimination, Responsible Bidder, and Living Wage Ordinances;
RESOLVED, That a contract in the amount of $1,071,197.58 be awarded to Doan Construction Company for the construction of the Project;
RESOLVED, That a contingency amount of $110,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders not to exceed that amount;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
