Resolution to Accept Grant Funds from Michigan Saves and Appropriate to the Office of Sustainability and Innovation for Aging in Place Efficiently Program ($14,000.00) (8 Votes Required)
Memorandum
Attached for your review and consideration is a resolution to accept and appropriate $14,000 in grant awards ($7,000 in FY21 and $7,000 in FY22) to support the Ann Arbor Aging in Place Efficiently program being administered by the Office of Sustainability and Innovations. The Aging in Place Efficiently program is part of A2ZERO and focuses on helping low-income seniors age in a place of their choosing for longer by combining energy efficiency improvements with aging support and services.
The grant to the City is coming from Michigan Saves who, based on a joint application with the City and other partners, was awarded a larger grant from the Ann Arbor Area Community Foundation and the national Partners for Places program. The overall grant to Michigan Saves for this project is $198,504 for a 2-year period. The majority of these dollars will go towards making physical improvements in low-income senior homes and to supporting social workers with providing the supporting services necessary to help seniors stay in their homes for longer. The $14,000 allocated to the City of Ann Arbor is for the hiring of two part-time program coordinators to help design and administer the Aging in Place Efficiently program as well as.
Michigan Saves is the fiscal agent for this project. Other partners include: Washtenaw County, Ann Arbor Meals on Wheels, Huron Valley Habitat for Humanity, Housing Bureau for Seniors, Program for Multi-Cultural Health, and Dr. Tony Reames. The program runs from June 2020 - June 2022.
Budget/Fiscal Impact: These funds will be used to hire two part-time program coordinators to help design, administer, recruit, and evaluate the Aging in Place Efficiently program. It is requested that these funds be appropriated in FY21 ($7,000) and shall be budgeted in FY22 ($7,000).

Whereas, The Ann Arbor Area Community Foundation and the Partners for Places program awarded Michigan Saves and the City of Ann Arbor a 2-year grant to support a new Aging in Place Efficiently program;
Whereas, The City of Ann Arbor’s portion of the grant is $14,000 over 2 years to support the hiring of two part-time program coordinators to support the program;
Whereas, Michigan Saves is serving as the fiscal agent for the grant;
Whereas, The Aging in Place Efficiently program was an action included in the unanimously adopted A2ZERO plan;
RESOLVED, That the City Council accepts grant funds of $7,000 in FY21 and $7,000 in FY22 from Michigan Saves to support the Aging in Place Efficiently program;
RESOLVED, That City Council appropriate $7,000 for expenditures to the Major Grants fund for Sustainability and Innovations in FY21 with the source of revenue from the Michigan Saves grant, without regard to fiscal year;
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
