Memorandum
Attached for your approval is a resolution to appropriate funds from the Sewage Disposal System Fund balance to the FY21 Sewage Disposal System Operating and Maintenance budget ($900,000.00) for sewer inspection and cleaning.

Public Works must have the entire sanitary sewage collection system inspected by May 15, 2022 pursuant to the Administrative Consent Order (ACO) with the Michigan Department of Environment, Great Lakes and Energy (EGLE). On July 6, 2020, City Council approved R-20-258 awarding two separate 2-year construction contracts to Taplin Group, LLC and Pipetek Infrastructure Services, LLC to perform inspection and cleaning services for existing sanitary and storm infrastructure. The estimated cost of the remaining work necessary is $3,010,662.56 plus a 15% contingency for a not-to -exceed total of $3,462,262.75.

The FY21 Sewage Disposal System budget ($585,000.00) for collection system inspection (including televising, cleaning and manhole inspections) was formulated prior to the issuance of the ACO. An additional $900,000.00 is needed in this fiscal year to stay on pace with the established inspection schedule. The balance of the funding needed to complete the project will be requested in the FY22 Sewage Disposal System operational budget request.

Budget/Fiscal Impact: Fund balance is available in the Sewage Disposal System for this appropriation.
