Resolution to Ratify an Emergency Purchase Order to Schindler Elevator for the Water Treatment Plant High Capacity Elevator ($35,000.00)

Memorandum

As provided in City Code 1:316, the Public Services Area sought an emergency authorization from the City Administrator to grant a Purchase order for $35,000.00 to Schindler Elevator for the replacement of the hydraulic power unit for the Water Treatment Plant’s high capacity elevator.  The resolution requests the ratification of that authorization.

 

The Water Treatment Plant has a high capacity hydraulically operated elevator. This elevator is used to transport large pieces of equipment, materials, and personnel to areas in the calciner tower as well as the filter press building. Some of the critical areas include the bleach pump room, aging tank room, filter press, filter press control room, Willet pumps, parts crib, and access to the HVAC system.

 

Over the years, the hydraulic power unit has required frequent repairs and upgrades to meet the needs of the Water Treatment Plant. This unit started to leak from approximately five different locations and was being monitored by Schindler to insure it remained in service. Recently the hydraulic unit failed. Due to its age, it is no longer supported by the manufacturer and there are no longer parts available to fix the unit itself. Therefore, WTSU must have Schindler replace the entire hydraulic power unit.

 

This elevator is extremely important in day-to-day operations and all ongoing projects and is the only means for moving large equipment between floors at the Water Treatment Plant.

 

A quotation for services was received for $29,776.00. Staff requested additional authorization for contingency in the amount of $5,224.00 to be used at the discretion of the Water Treatment Services Unit Manager for engineering and inspection services, and to cover unforeseen conditions. The total authorization amount requested being not-to-exceed $35,000.00

 

Schindler Elevator complies with the City’s Living Wage and Non-Discrimination Ordinances.

 

Budget/Fiscal Impact:  Funds in the amount of $35,000.00 are available from the approved FY21 Water Supply System Operations and Maintenance Budget.

Whereas, The replacement of the hydraulic unit for the Water Treatment Plant high-capacity elevator will replace a critical component of the elevators system that has failed;

Whereas, It is necessary to purchase the elevators hydraulic unit to move oversized equipment, materials, and personnel to critical areas of the Water Treatment Plant;

Whereas, The replacement of the elevators hydraulic unit is available in the City’s approved FY21 Water Supply System’s Operations and Maintenance Budget;

Whereas, Funding in the amount of $35,000 is available in the approved FY21 Water Supply System Operations and Maintenance Budget; and

 

Whereas, Schindler Elevator complies with the City’s Living Wage and Non-Discrimination ordinances;

 

RESOLVED, That Council accepts the quotation for the elevator’s hydraulic unit;

 

RESOVLED, That Council ratify the emergency purchase authorization to Schindler Elevator in the amount of $35,000.00 for $29,776.00 in quoted services and contingency of $5,224.00 to be used for unforeseen conditions; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
