Resolution to Approve the Purchase of Four Direct Current Fast Charging (DCFC) Stations and 2 years of the Enterprise Cloud Plan from ChargePoint Inc. (Sourcewell - $173,462.00) 

Memorandum

The attached resolution requests the approval to purchase four 62.5 kilowatt (kW) direct current fast charging (DCFC) stations, concrete mounting templates, site validation services, Activation & Configuration services, and 2 years of Charge Point Enterprise Cloud Plan from ChargePoint, Inc. for the price of $173,462.00. 

 

Transportation is currently the second largest source of greenhouse gas emissions in Ann Arbor by sector and will continue to grow as a proportion of total emissions as our we power more of our City with renewable energy, as outlined in Strategy 1 of the A2ZERO Carbon Neutrality Plan. In order to reach the ambitious 2030 goal of carbon neutrality, Strategy 2 of A2ZERO focuses on electrifying our buildings, appliances, and vehicles. Strategy 2, Action 6 calls specifically for the expansion of Electric Vehicle (EV) Charging Infrastructure and sets the goal of having 2% of public and private parking spots equipped with DCFC hardware by 2030. In addition to helping achieve this stated action, having this technology at City Hall will benefit the City with rapid charging options as city fleet electrification continues.

 

This hardware was decided upon through investigation by City staff and through previous experience with ChargePoint. ChargePoint was awarded the contract for EV chargers and related accessories by the Sourcewell cooperative purchasing program (contract # 051017-CPI), including Level 2 and DCFC Fast Chagers. The City has been very satisfied with the operation and functionality of our existing ChargePoint chargers and used the Sourcewell Cooperating Purchasing Agreement to secure pricing for the chargers referenced in this resolution. Moreover, in order for the City to receive DTE Charging Forward rebate funds, we had to work with a qualified Network provider, and ChargePoint is one such provider.

 

The City purchased seven dual port Level 2 chargers and related equipment and services from ChargePoint for Building Department vehicles earlier in 2020 under the same Sourcewell Cooperating Purchase Agreement and has been satisfied with the equipment and services.  

 

Budget/Fiscal Impact: The City has secured grant funding from the State of Michigan’s Charge Up program ($70,000.00) and the Charging Forward program from DTE ($100,000.00) to support the purchase of these chargers (installation is addressed in a separate resolution). Funding for the purchase of these chargers has been included in the FY21 Office of Sustainability and Innovations budget. 

 

ChargePoint Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.

Whereas, ChargePoint, Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances;  

  

Whereas, This purchase was budgeted in the FY21 Office of Sustainability and Innovations Operating Budget; and 

  

Whereas, The Office of Sustainability and Innovations has secured $170,000.00 in grant funds and rebates to help support this project;  

 

RESOLVED, That City Council approve the issuance of a purchase order to ChargePoint, Inc. in the amount not to exceed $173,462.00 for the purchase of four 62.5 kW DC Fast Charging stations and related accessories including 2 years of the Enterprise Cloud Plan; 

 

RESOLVED, That the funds for purchase of these chargers and accessories be available without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including execution of any amendments that do not exceed the amounts authorized herein.
