Resolution to Accept Funds from the Michigan Department of Energy, Great Lakes and Environment (EGLE) and the DTE Charging Forward Program and Appropriate to the Office of Sustainability and Innovation for Purchasing 4 DCFC EV Fast Chargers ($170,000.00) (8 Votes Required)

Attached for your review and consideration is a resolution to accept and appropriate two grant awards, which are tie-barred, to support the installation of 4 direct current fast chargers (DCFCs) at City Hall to support electric vehicle charging. The first grant is from the Michigan Department of Energy, Great Lakes, and the Environment (EGLE) and is for $70,000. The second grant is from DTE as part of their Charging Forward program and is for $100,000.
The installation of these chargers aligns with A2ZERO. Transportation is currently the second largest source of greenhouse gas emissions in Ann Arbor by sector and will continue to grow as a proportion of total emissions as our we power more of our City with renewable energy, as outlined in Strategy 1 of the A2ZERO Carbon Neutrality Plan. In order to reach the ambitious 2030 goal of carbon neutrality, Strategy 2 of A2ZERO focuses on electrifying our buildings, appliances, and vehicles. Strategy 2, Action 6 calls specifically for the expansion of Electric Vehicle (EV) Charging Infrastructure and sets the goal of having 2% of public and private parking spots equipped with DCFC hardware by 2030. In addition to helping achieve this stated action, having this technology at City Hall will benefit the City with rapid charging options as city fleet electrification continues.
The City has selected ChargePoint as the hardware to install. A separate resolution is presented to purchase this hardware and supporting accessories. The electric work for this installation will be done with Harper Electric. A separate resolution is presented to amend and increase an existing contract with Harper to conduct the electrical work needed to do this work. In total, this project is estimated to cost $306,542 ($183,542 for infrastructure through ChargePoint and $123,000 for electrical services through Harper Electric). If received, the grant funds will cover 55% of the cost of this installation, with the City funding the remaining 45% ($136,542). This remaining funding is available in the FY21 Office of Sustainability and Innovations budget.
Budget/Fiscal Impact: These funds will be used to help offset the cost for purchasing and installing four DCFC chargers at City Hall.

Whereas, The Charging Forward Program at DTE has approved a $100,000 grant to the City of Ann Arbor to support the electrical work to install 4 DCFC chargers at City Hall;
Whereas, The City of Ann Arbor has adopted A2ZERO and established a goal of expanding the amount of electric vehicle charging infrastructure in the community;
Whereas, The Office of Sustainability and Innovations FY21 budget included resources to install DCFC infrastructure;
RESOLVED, That the City Council accepts a grant in the amount of $70,000 from EGLE and a grant in the amount of $100,000 from the DTE Charging Forward Program to support the installation of 4 direct current fast chargers (DCFCs) at City Hall;
RESOLVED, That City Council appropriate $170,000 to the Major Grants fund for Sustainability and Innovations with the source of revenue being $70,000 from EGLE and $100,000 from the DTE Charging Forward Program, without regard to fiscal year;
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
