Memorandum

Attached for your review and approval, please find a resolution to approve the prohibition of on-street parking on the north side of Scio Church Road between S Maple Road and Greenview Drive.

 

The Scio Church Road Improvements Project, scheduled for construction in 2021, includes a small amount of watermain work and will resurface the roadway, replace some curb and gutter, replace some sidewalk ramps for ADA compliance, add crosswalks to improve pedestrian access, and fill in some existing sidewalk gaps.

 

Following the recommendations from the City’s Non-motorized Transportation Plan, staff is seeking to add bike lanes on Scio Church Road between Maple Road and Greenview Drive as part of the project. In order to incorporate the bike lanes on this segment of road, it is necessary to eliminate on-street parking from the north side of the road. The remaining portion of the road already has bike lanes on it, and those will remain.

 

Options for the proposed street and bike lane layout of Scio Church between Maple Road and Seventh Street were presented to the public at a meeting on January 29, 2020. Residents were surveyed at that public meeting, online through A2 Open City Hall, and by a postcard survey to property owners adjacent to the existing on-street parking. Residents were asked whether the City should eliminate on-street parking on the north side of Scio Church Road between Maple Road and Greenview Drive for the installation of bike lanes. Additional feedback was also encouraged through the City’s project manager.

 

Forty-eight (48) neighborhood residents took the survey at the public meeting, one hundred and forty-six (146) surveys were taken online at A2 Open City Hall, and seventeen (17) postcard surveys were received back from adjacent property owners.  The results of these surveys are shown below.  The results can also be viewed at the project website (www.a2gov.org/ScioChurch).

City staff evaluated the use of on-street parking in the afternoons and evenings along the north side of Scio Church Road during the January 2020, prior to the Public Meeting, and found that the existing on-street parking was sparsely utilized, with an average of 1 to 2 cars parked on the street between Waltham and Greenview in front of two specific addresses. 

 

The removal of the on-street parking on the north side of Scio Church Rd between Maple and Greenview for the installation of bike lanes was recommended by the Transportation Commission for City Council approval. A Resolution from the Transportation Commission supporting this recommendation is attached.

 

Based on the recommendations in the City’s Non-Motorized Plan, feedback from the Transportation Commission, and the results of the public surveys, City staff developed a design that includes eliminating parking on the north side of Scio Church Road between Maple and Greenview and provides the recommended bike lanes.

 

Chapter 10 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block. Therefore, the attached resolution is being submitted to City Council to prohibit on-street parking on the north side of Scio Church Road between Maple and Greenview.

Whereas, The City’s Non-motorized Transportation Plan calls for on-street bicycle lanes on Scio Church Road;

 

Whereas, Scio Church Road is an important corridor connecting the city’s southwest side to the University of Michigan and the Downtown area;

 

Whereas, On-street parking is currently allowed on only some parts of Scio Church Road, and on-street bike lanes are currently not provided throughout the entire length of corridor;

 

Whereas, Scio Church Road is not wide enough to accommodate bike lanes, parking lanes, and vehicular traffic lanes;

 

Whereas, A survey of local residents in January 2020 indicated support amongst the larger community for removing the parking on the north side of Scio Church Road between South Maple Road and Greenview Drive;

 

On October 21, 2020, the Transportation Commission unanimously voted to recommend approval of the Resolution to Prohibit On-Street Parking on the north side of Scio Church Road between South Maple Road and Greenview Drive;”

 

Whereas, Chapter 10 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block;

 

RESOLVED, That City Council approve the City Administrator’s issuance of a traffic control order prohibiting parking along the north side of Scio Church Road between South Maple Road and Greenview Drive and ordering installation of appropriate signage for “No Parking Tow Away Zone”; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
