Memorandum
Attached is a resolution to approve an agreement between the City and the Michigan Department of Transportation (MDOT) for the installation of Rectangular Rapid Flashing Beacons (RRFBs) on Huron Parkway at Glazier Way and at Baxter Road. The RRFBs will be purchased and installed by the City.

The City applied for Highway Safety Improvement Program (HSIP) funds to install RRFBs on Huron Parkway at Glazier Way and at Baxter Road, which have existing crosswalks and a median. Positive contrast street lighting will also be installed at these intersections. The construction plans were reviewed and approved by MDOT for the RRFBs, which are to be procured by the City and installed by the City. Due to HSIP grant financial limitations, the street lighting will be paid with the Local Share - Street, Bridge, & Sidewalk Millage.

One requirement for this type of project is that the City enter into an agreement with MDOT as to the cost sharing and funding and other rights and responsibilities of the parties. It is the same form of agreement that has been required on other federally-funded projects. The Highway Safety Improvement Program (HSIP) will pay 90% of eligible participating construction costs. Other project costs will be funded from the Street, Bridge, and Sidewalk Millage.

Budget/Fiscal Impact: The total estimated cost to procure and install the RRFBs is as follows:

Ongoing costs to maintain the RRFBs will be paid from the City's Major Street Fund Operations and Maintenance Budget. The HSIP funding available for this project cannot be transferred to another City of Ann Arbor project.
