Resolution to Authorize a Sole Source Purchase Order to Siemens Mobility, Inc. for Eagle Traffic Control Products in the Amount of $314,000.00

Memorandum

Please find attached for your consideration a resolution that authorizes a sole source purchase order to Siemens Mobility, Inc. for traffic control products including traffic and pedestrian signal materials and supplies.  We are requesting $314,000.00 for several planned projects and for the purchase of normal maintenance supplies.

 

This resolution supports the following maintenance activities and projects:

 

Hubbard & Huron Pkwy. Signal Rebuild ($24,000.00)

Pauline @ Maple Rd. Signal Rebuild ($22,000.00)

School Zone upgrades ($38,000.00)

Ellsworth & Research Park Dr. Intersection Installation ($30,000.00)*

Broadway Park & Broadway Intersection Installation ($30,000.00)

Maintenance operations including wear-out and accident damage, and support of other City projects ($170,000.00)*

(*Note: some projects will appear on both the Carrier and Gable, Inc. and Siemens Mobility, Inc. resolutions because materials will be procured from both companies to support the projects)

 

Budget/Fiscal Impact:  Approximately $284,000.00 of the above-mentioned projects will be funded from the approved FY 21 Major Street fund operations and maintenance budget.  Approximately $30,000.00 will be utilized for project support and will be expended against the appropriate capital project budgets.  In cases of accident damages, the City seeks restitution by billing responsible parties for damages.

 

Siemens Mobility, Inc. is the sole area distributor in Michigan for the Eagle Traffic Control Systems.  All of the City’s signalized intersections utilize equipment manufactured by Eagle, which includes traffic signal heads and brackets, pedestrian signal heads and push buttons; as well as, controllers and cabinets that communicate with the City’s Traffic Signal operating systems, SCOOT (Split Cycle Offset Optimization Technique).  The advantages of sole source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.

 

Siemens Mobility, Inc. complies with the requirements of the City’s Non-discrimination Ordinance.

Whereas, Siemens Mobility, Inc. is the Sole area distributor in Michigan for Eagle Traffic Controls System components used in maintain the City of Ann Arbor traffic signals; 

 

Whereas, Sufficient funds are included in the approved FY 21 Major Street Fund Operations and Maintenance budget and appropriate approved capital budgets; and

 

Whereas, Siemens Mobility, Inc. complies with the City’s Non-Discrimination Ordinance;

 

RESOLVED, City Council approve a sole source purchase order to Siemens Mobility, Inc. in the amount of $314,000.00 for traffic signal materials and supplies; and

 

RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
