Resolution to Approve a Purchase Order to Bellefeuil, Szur and Associates, Inc. (“BS&A”) for Annual Software Maintenance and Support for FY2021 ($27,813.00).
Memorandum
Attached for your review and action is a resolution approving a purchase order to Bellefeuil, Szur and Associates, Inc., d/b/a BS&A in the amount of $27,813.00 for maintenance and support of the Tax and Assessing software systems as well as the online hosting of Tax and Assessing data for FY2021.
Budget/Fiscal Impact: This expenditure is planned and budgeted in the approved FY2021 Information Technology Services Unit budget. There are no additional funds being requested.
The BS&A software solution for tax and assessing processes has been adopted as the standard in Washtenaw County and in most of the State of Michigan. During the course of the year, software upgrades and annual maintenance are required and as the developer of this proprietary software, BS&A, is the sole source provider.
It is imperative to maintain the agreement with BS&A to receive application updates and maintain support.
BS&A complies with the requirements of the City’s Non-discrimination and Living Wage ordinances.

Whereas, Bellefeuil, Szur and Associates, Inc., d/b/a BS&A is the developer of the tax and assessing software systems that the City uses, as well as the online hosting of the City’s tax and assessing data;
Whereas, BS&A is the only vendor that can provide such Tax and Assessing Information System maintenance and enhancements;
Whereas, Purchase of the annual service and support from BS&A for these applications is necessary to receive applications updates and maintain customer support;
Whereas, BS&A complies with the requirements of the City’s Non-discrimination and Living Wage ordinances; and
Whereas, Sufficient funding for the maintenance fee for these applications is budgeted for and available in the FY2021 Information Technology Services Unit budget;
RESOLVED, That City Council approve a purchase order with BS&A for the renewal of the Tax and Assessing Information System software annual maintenance and support agreement for FY2021 in the amount of $27,813; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution regardless of fiscal year, including execution of any amendments that do not exceed the amounts authorized herein.
