Resolution to Endorse the ICPOC Resolution Regarding the AAPOA CBA and Other Policies
Memorandum
At a special working session of the Independent Community Police Oversight Commission (ICPOC) held on July 1, 2020 the Commission adopted the foregoing resolution related to police contract negotiations and other matters of concern for the commission. Councilmembers expressed an interest in endorsing the resolution, and so it has been reproduced unedited and in its entirety below for Council's consideration.

WHEREAS, The Independent Community Police Oversight Commission at its July 1, 2020 meeting adopted the following resolution related to the negotiation of the police contract and other important policy issues related to the police:
RESOLUTION TO CITY COUNCIL REGARDING THE AAPOA CBA AND OTHER POLICIES
Whereas, the City of Ann Arbor has charged the Independent Community Police Oversight Commission (ICPOC) with oversight of AAPD services and review of AAPD incidents;
Whereas, all ICPOC Commissioners have signed a confidentiality agreement that precludes commissioners from sharing, with the public or press, confidential and personnel information obtained in the course of their ICPOC work;
Whereas, the Independent Community Police Oversight Commission was instituted to advise both the City Council and the Ann Arbor Police Department on policies and practices;
Whereas, it is the mission of ICPOC to enhance communication and sharing of information between the AAPD and the community;
Whereas, it is the mission of ICPOC to build mutual trust between the community and AAPD;
Whereas, the Ann Arbor community relies upon ICPOC, as an independent arbiter, to increase transparency and accountability by providing the public with a thorough, accurate review of police complaints;
