Title

An Ordinance to Amend Section 1:312(20) of Chapter 14 (Purchasing, Contracting and Selling Procedure) of Title I of the Code of the City of Ann Arbor (Ordinance No. ORD-20-21)

Memorandum

This amendment to Section 1:312(20) will revise the definition of “responsible bidder” to add requirements for competitive bid submissions on City construction projects in excess of $25,000.00 which bidders must meet to be a responsible bidder. If approved, this ordinance amendment will require that contractors and subcontractors awarded contracts for City public improvement projects submit documentation and information during the competitive bid process showing that they meet certain requirements demonstrating that they are responsible, qualified, and ethical contractors and subcontractors that maintain the financial capabilities, capacity, expertise, highly trained personnel, and other qualifications and resources necessary to successfully perform City projects in a safe, timely, reliable, high quality and cost effective manner.
