Resolution to Award Granite Inliner, LLC and Inland Waters Pollution Control, Inc. Two-Year Construction Contracts Not-to-Exceed $800,000.00 Each for 2020 On-Call Sewer System Services (RFP # 20-21) ($1,600,000.00)

Memorandum

Attached for your approval is a resolution to award two separate 2- year construction contracts to Granite Inliner, LLC and Inland Waters Pollution Control, Inc to perform services for the maintenance, repair, and improvement of existing sanitary and storm sewer infrastructure.

 

This contract is necessary to effectively maintain the City’s sewer infrastructure and respond to emergency sewer issues. The City will utilize this contract for services such as sewer cleaning, inspection and rehabilitation as required by the Public Works Unit on an as-needed basis. These services will both supplement activities already performed by Public Works staff and allow the City to perform more advanced maintenance and rehabilitation work. One example is trenchless sewer repair methods that eliminate the need to perform an excavation minimizing construction impacts on residents.

 

RFP # 20-21 was advertised on the City’s website and on the Michigan Inter-Governmental Trade Network (MITN) website. Three (3) proposals were received and publicly opened on April 29, 2020. The RFP required that firms submit information listing professional qualifications, past involvement with similar projects and a fee proposal.  A selection committee of Public Works staff reviewed the proposals and selected the firms most qualified to perform the required services.  The firms were evaluated and scored on the following criteria: 

 

                     Professional Qualifications (40%)

 

                     Past Involvement with Similar Projects (30%)

 

                     Fee Proposal (30%)

 

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

 

1.                     Granite Inliner, LLC

 

2.                     Inland Waters Pollution Control, Inc

 

3.                     Pipetek Infrastructure Services

 

Granite Inliner, LLC and Inland Waters Pollution Control, Inc were selected based on the professional qualifications of their firm and staff, past involvement with similar projects and the fee proposal. 

 

Budget Impact:  The services provided by these contractors will be paid for within approved capital budgets and annual operating budgets in the Storm Sewer and Sewage Disposal Funds as appropriate.

 

Granite Inliner, LLC and Inland Waters Pollution Control, Inc. comply with the City’s Non-Discrimination and Living Wage ordinances.

 

This agreement covers the period of July 6, 2020 through July 6, 2022 and may be extended for up to one (1) additional two (2) year period, subject to a 3% increase in unit prices and the annual appropriation of funds.

Whereas, Proposals were reviewed by Procurement and evaluated by City staff on the basis of professional qualifications, past involvement with similar projects and fee schedule;

 

Whereas, Staff selected Granite Inliner, LLC and Inland Waters Pollution Control, Inc as most qualified to perform the work identified in RFP # 20-21;

 

Whereas, The term of the proposed contract with Granite Inliner, LLC is for two years and not to exceed $800,000.00, subject to the availability of funding;

 

Whereas, The term of the proposed contract with Inland Waters Pollution Control, Inc. is for two years and not to exceed $800,000.00, subject to the availability of funding; and

 

Whereas, Granite Inliner, LLC and Inland Waters Pollution Control, Inc. comply with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That City Council approve a two-year Construction Agreement with Granite Inliner, LLC for 2020 On-Call Sewer System Services (RFP # 20-21) not to exceed $800,000.00, for the period of July 6, 2020 through July 6, 2022 subject to the availability of funding;

 

RESOLVED, That City Council approve a two-year Construction Agreement with Inland Waters Pollution Control, Inc. for 2020 On-Call Sewer System Services (RFP # 20-21) not to exceed $800,000.00, for the period of July 6, 2020 through July 6, 2022 subject to the availability of funding;

 

RESOLVED, That the City Administrator be authorized to extend each agreement for one additional two-year period subject to a one-time 3% increase in unit prices providing both parties agree to an extension and subject to the annual appropriation of funds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
