Memorandum

This memorandum and resolution is to Ratify an Emergency Purchase Order Request to Gerace Construction Company, Inc. (Gerace) for additional spending approval for the Barton Dam Hoist #5 Base Repair and Superior Inspection Hatch project.

 

The City of Ann Arbor (City) Water Treatment Plant (WTP) recently prepared Request for Quote packages, received quotes and issued a Purchase Order (PO) to Gerace to complete necessary repairs as identified in the Federal Energy Regulatory Commission (FERC) inspections performed by a FERC Independent Consultant. The original PO amount included $10,104.00 for work associated with the Barton Dam Hoist #5 Base Repair and $14,892.00 for work associated with the Superior Inspection Hatch for a total amount of $24,996.00. As provided in City Code Chapter 14, 1:316, the Public Services Area received authorization of an emergency purchase order to Gerace in the amount of $9,847.00 for a total purchase authorization of $34,843.00.

 

Gerace recently mobilized to the Barton Dam site to complete the recommended hoist base grout repairs, and upon removal of the old grout, it was found that the two anchor bolts on the upstream side of the hoist base were severed due to excessive corrosion.  The anchor bolts secure the hoist for proper anchorage and are necessary for proper functioning of the hoist.  At this time, the hoist is out of service and cannot be returned to service until the anchor bolts are replaced and new grout installed.  The failure of the existing anchor bolts could not have been anticipated because they were embedded in the grout.  Only upon demolition of the existing grout was this condition discovered.

 

Additional funding is required to replace the damaged anchor bolts at the machine base and return the hoist to service. Emergency authorization is requested because it is important that this work proceed expeditiously.  With high river flows, it is important that all gates are functional to ensure sufficient reliability. 

 

Budget/Fiscal Impact:  These services are to be funded from the approved FY20 Water Supply System Operations and Maintenance budgets and the General Fund (Hydroelectric) operating budgets.

 

Gerace Construction Company, Inc. complies with the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances.

Whereas, Gerace Construction Company, Inc. was recently issued a Purchase Order to perform the work and the additional repairs are necessary to complete the work;

Whereas, Funding is available from the approved FY20 Water Supply System Operations and Maintenance budgets and the General Fund (Hydroelectric) operating budgets;

 

Whereas, Gerace Construction Company, Inc. complies with the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances; and

 

Whereas, The Interim City Administrator has authorized an Emergency Purchase Order for Gerace Construction Company, Inc.;

 

RESOLVED, That Council ratifies the emergency purchase order issued by the Interim City Administrator under Chapter 14, Section 1:316 of the Ann Arbor City Code to Gerace Construction Company, Inc. in the amount of $8,952.00 and a contingency in the amount of $895.00, for a total purchase authorization of $34,843.00 for additional spending to complete repairs necessary for the Barton Dam Hoist #5 Base Repair and Superior Inspection Hatch project; and

 

RESOLVED, That the Interim City Administrator be authorized to take all necessary actions to implement this resolution.
