Memorandum

Attached for your consideration is a resolution to approve FY 2021 General Fund allocations to non-profit entities for human services, totaling $1,247,529.

 

On October 16, 2017 through Resolution R-17-394, the City approved a continuation of the coordinated funding process for human services funding in partnership with Washtenaw County, the Ann Arbor Area Community Foundation (AAACF), the United Way of Washtenaw County (UWWC), the Washtenaw Urban County, and Saint Joseph Mercy Ann Arbor (SJMAA). This current resolution for approval of extending the Coordinated Funding allocations through June 30, 2021 is accompanied by a resolution extending the Coordinated Funding Memorandum of Understanding through June 30, 2021. This MOU is between each of the Coordinated Funding partners: Washtenaw County, City of Ann Arbor, Washtenaw Urban County, Ann Arbor Area Community Foundation, United Way of Washtenaw County, and St. Joseph Mercy Ann Arbor. The final allocation of resources and approval of funding remains under the authority of each partner’s governing board.

 

On June 17, 2019, through resolution R-19-281, the City approved the FY 20 Allocations to Non-Profit Entities for Human Services.

 

DISCUSSION:

Due to the COVID-19 pandemic, we understand that the original programs submitted by non-profits may not be possible due to adjustments necessary to keep staff and clients safe during the pandemic and its aftermath, as well as potential changes in programming due to COVID-19. As such, agencies may shift to meet developing needs of the community, and programmatic shifts will be a likely occurrence for many programs. Coordinated Funding staff will work with non-profits to clarify programming and reporting outcomes and ensure there is the necessary balance of both flexibility and oversight for any programmatic changes that occur.

 

Some of our Coordinated Funding partners are already feeling the strain of the economic impacts of the COVID-19 pandemic. The United Way of Washtenaw County and St. Joseph Mercy Ann Arbor (SJMAA) will not be able to fulfill current funding levels for their grantees receiving program operations funds for FY2021. United Way is considering a decrease of their funding level by 20 percent, to $1,016,000 from the original $1,270,000. SJMAA will decrease their funding by 50 percent, to $125,000 from the original $250,000. This expected reduction in funding would result in an 8.67 percent decrease across the entire Coordinated Funding Program Operations funding portfolio. The 8.67 percent decrease will be applied to all existing program operations grantees to ensure an equal impact for each grantee, regardless of the funders responsible for specific grants. The CDBG funds awarded by the Urban County Executive Committee have already been approved separately through the Action Plan process. Further adjustments are expected over the summer as needed.

 

The Coordinated Funding program operations grant amounts for 2018-2020 and the amended amounts for FY 2021 are included in the table below.

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, the Washtenaw Urban County Executive Committee, and the Saint Joseph Mercy Ann Arbor Board of Directors approved a coordinated Funding process in the fall of 2017 for FY 2019 and FY 2020 human services funding;

 

Whereas, The City of Ann Arbor has reaffirmed this collaboration through Resolution R-17-394 which directed staff to utilize the Coordinated Funding model to identify allocations for human service investments for FY 2018-2020;

 

Whereas, On June 17, 2019, through resolution R-19-281, the City approved the FY 20 Allocations to Non-Profit Entities for Human Services;

 

Whereas, Coordinated Funding staff recommend the allocation of $1,247,529 in City General Funds, $1,016,000 in United Way Funds, $1,015,000 in Washtenaw County General Funds, $318,525 in Washtenaw Urban County CDBG funds, $290,582 in Ann Arbor Area Community Foundation funds, and $125,000 in Saint Joseph Mercy Health Ann Arbor funds, to local non-profit human services agencies for FY 21, which assumes an approximately 8.67 percent reduction in overall allocations from FY 20;

 

Whereas, due to the current coronavirus pandemic, the Ann Arbor City Council and Coordinated Funding Partners are committed to removing barriers for nonprofits providing essential services to members of our community in need;

 

Whereas, the Coordinated Funding Partners agree to allow for increased flexibility for 2020-2021 program operations grants, and will work to ensure adequate funding and flexibility for nonprofit grantees as they respond to increased challenges due to the coronavirus crisis;

 

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Ann Arbor, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee retain the authority to approve their own allocations; and

 

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Ann Arbor Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to allocating Program Operations funding allocations in partnership with each other;

 

RESOLVED, That the Mayor and City Council approve the following allocations from the General Fund, acknowledging flexibility for nonprofit grantees as they respond to increased challenges due to the coronavirus crisis, and contingent on approval of human services funding in the FY 20 budget, to the non-profit entities listed below: and

 

RESOLVED, That the Mayor and City Council acknowledge flexibility to make adjustments to the final amounts for each agency, as collectively the Coordinated Funding Partners will be making a (approximately 8.67 percent) reduction for all Coordinated Funding grantees while keeping Ann Arbor allocation at $1,247,529, to the non-profit entities listed below:

RESOLVED, That the Mayor and City Council authorize the City Administrator to direct the Washtenaw County Office of Community & Economic Development to negotiate contractual agreements with the funded entities, and with the coordinated funders as necessary, to provide the entities with an integrated coordinated funder contract, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, That this integrated coordinated funder contract may be achieved through delegation of contracts and administration of funds to Washtenaw County on the City’s behalf, subject to approval of the City Administrator and City Attorney;

 

RESOLVED, That the Mayor and City Council support the United Way of Washtenaw County Board of Directors, the Washtenaw Urban County Executive Committee, the Washtenaw County Board of Commissioners, Saint Joseph Mercy Ann Arbor, and the Ann Arbor Area Community Foundation Board of Directors in their coordinated funding recommendations attached as a separate document.  The table on the attached document includes total overall funding award per program, including the City General Fund allocations in the totals, except for the $20,000 for Barrier Busters Fund, which was approved separately from the Coordinated Funding process;

 

RESOLVED, That all projects funded by these grant funds shall give priority to extremely low-, very low- and low-income residents and that performance by the non-profit entities will be monitored by the Office of Community & Economic Development; and

 

RESOLVED, That the City Administrator, or his designee, be authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
