Memorandum

Your approval is requested to award a contract in the amount of $114,139.58 to C.A. Hull Company, Inc. (C.A. Hull) for the Wastewater Treatment Plant (WWTP) 2020 Access Bridge Repair Project and to appropriate funding to the FY21 Sewage Disposal System Capital Budget ($114,139.58).

 

The access bridge to the City’s WWTP is a single lane vehicular structure over the Huron River, which was constructed in 1934 and also conveys three sanitary sewers and one natural gas pipeline. This bridge is included in the City’s bi-annual bridge inspection program to assess its condition and identify any maintenance needs, which has resulted in several repair projects. In 2000, the bridge deck received a concrete overlay, the railings and guardrails were replaced, the expansion joints were replaced, and the substructure was patched. Based on bi-annual inspections since 2000 and a thorough inspection performed during 2012, the bridge was found to have metal and concrete corrosion and underwater pier foundation deficiencies that needed to be addressed. During 2017, repair of these bridge deficiencies was completed to extend its service life. The bi-annual inspection in 2018 identified the need for near-term bridge deck repairs to mitigate concrete cracking and delamination and further extend the service life of the access bridge until its recommended replacement in the next few years.

 

ITB No. 4625 identified the repairs needed for the cracked and delaminated bridge deck concrete and was advertised on the City’s website and the Michigan Inter-governmental Trade Network website. Three bids were received in response to ITB No. 4625 and opened publicly on April 23, 2020, as follows:

 

                     C.A. Hull Company, Inc.                                                               $114,139.58                        

                     Z Contractors, Inc.                                                                                    $154,191.13

                     Grand River Construction, Inc.                                          $219,989.00

 

WWTP staff reviewed the bids, compared them to ITB No. 4625 specifications and recommends that C.A. Hull be approved as the lowest responsible bidder to perform the requested repair services on the WWTP access bridge deck.

 

You are requested to approve the contract with C.A. Hull in the amount of $114,139.58 with a contingency of $17,000.00 to fund additional necessary services as approved by the City Administrator.

 

C.A. Hull complies with the City’s Non-Discrimination, Conflict of Interest and Living Wage ordinances.

 

Budget/Fiscal Impact:  Prior to design, engineer estimates and funding for this project were included in the FY20 WWTP Operations and Maintenance Budget in the amount of $60,000.00.  Upon the receipt of construction bids and due to the capital maintenance nature of the project, staff is requesting the appropriation of $131,139.59 from the Sewage Disposal System Fund Balance to the FY21 Sewage Disposal System Capital Budget for this project.

Whereas, A bridge inspection in 2018 identified need for near-term bridge deck repairs to address concrete cracking and delamination and further extend the service life of the bridge until its recommended replacement in the next few years;

 

Whereas, On April 23, 2020, three competitive bids were received to construct the WWTP 2020 Access Bridge Repair Project in response to ITB No. 4625 and WWTP staff recommends C.A. Hull Company, Inc. (C.A. Hull) as the lowest responsible bidder to perform this work based on review of the bids; and

 

Whereas, C.A. Hull complies with the requirements of the City’s Non-Discrimination, Conflict of Interest and Living Wage ordinances;

 

RESOLVED, That Council approves a contract with C.A. Hull in the amount of $114,139.58 for the WWTP 2020 Access Bridge Repair Project and to construct and perform the services as specified in ITB No. 4625 and a contingency of $17,000.00 to fund any other necessary additional repairs approved by the City Administrator for a total not-to-exceed $131,139.58;

 

RESOLVED, That Council appropriate $131,139.58 from Sewage Disposal System Fund Balance to the Wastewater Treatment Plant 2020 Access Bridge Repair Project Budget;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution including the approval and execution of change orders within the approved contingency amount.
