Memorandum
Attached for your review and approval is a resolution to authorize an agreement with the Ann Arbor Downtown Development Authority ("DDA") to participate in design costs for the South State Street and North University Improvements.

The DDA has a desire to improve the streetscape S. State Street and approached the City to discuss how to incorporate this work into the City's planned resurfacing and water main replacement on S. State Street and North University. The City's portion of the work is S. State Street, South University to Washington; and North University, S. State to Fletcher. The City and the DDA agreed to the DDA hiring an engineering firm to design the streetscape work in addition to the City's infrastructure improvements. Because the design elements overlap and impact each other, it was determined to be the best course of action to have all of the design work performed at the same time.

The DDA, along with City Staff, conducted a formal RFQ process and awarded the contract to the engineering and public engagement team of SmithGroup ("Consultant"). The Consultant will work closely with the City's project manager as well as the DDA's project manager to assure that all elements of the design for the project are synchronized. Construction for this project is presently scheduled for 2021.

Construction cost responsibilities for different portions of the work were discussed in principal with the DDA, and these percentages were used as a base to determine the respective amounts that each party would pay towards the design cost of the project. The DDA will have the contractual relationship with the Consultant, and the City will reimburse the DDA for its portion of the fees.
