(TTL) for $85,000.00 for Construction Materials Testing Services.
Memorandum
Attached for your review and consideration for approval is a resolution authorizing Professional Services Agreements with CTI and Associates, Inc. (CTI) for $55,000.00; Materials Testing Consultants, Inc. (MTC) for $250,000.00; Professional Service Industries, Inc. (PSI) for $115,000.00; Testing Engineers & Consultants, Inc. (TEC) for $130,000.00; and TTL Associates Inc. (TTL) for $85,000.00 for Construction Materials Testing Services to be performed on an as-needed basis for a variety of capital improvement projects managed by the Engineering Unit. The services provided will include materials testing for soils, concrete, and asphalt materials for construction projects; to assure the delivered materials and their placement meet the City's standards.

In January of 2020, the City received proposals in response to RFP No. 20-06 from six firms for materials testing services during the 2020 and 2021 construction season. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:

* Professional Qualifications (15%)
* Proposed Work Plan (25%)
* Past Performance (40%)
* Fee Proposal (20%)

Staff ranked the responding firms in the following order:

1. Materials Testing Consultants, Inc.
2. Testing Engineers & Consultants, Inc.
3. Professional Services Industries, Inc.
4. TTL Associates Inc.
5. CTI & Associates, Inc.
6. Soils and Structures
