Resolution to Appoint Matthew Horning as the City of Ann Arbor Interim Controller and Chief Financial Officer

Memorandum

The attached resolution provides for the appointment of Matthew Horning as the City of Ann Arbor Interim Controller and Chief Financial Officer, effective immediately.  Because Tom Crawford is currently serving as Interim City Administrator, he cannot also serve as the City’s CFO and Controller.  Mr. Horning would serve in such CFO and Controller capacity until Mr. Crawford returns to such positions.  Pursuant to the City’s Municipal Code, Chapter 4, Section 1:31, the City’s “Chief Financial Officer shall be the Controller of the city and shall perform such other duties as may be prescribed by law and by ordinance and resolution of the City Council.”

 

Mr. Horning formerly served as the City’s Treasurer and on several occasions was Acting CFO and Controller.  He comes to the position with familiarity of the City’s financial status and operations. Mr. Horning has a Master’s of Business Administration from the University of Michigan.

 

Tom Crawford, as the Interim City Administrator, recommends that Mr. Horning be appointed the Interim CFO and Controller position until Mr. Crawford returns to the CFO and Controller positions.

Whereas, Tom Crawford was the City’s Controller and Chief Financial Officer (“CFO”) until he was appointed as the City’s Interim City Administrator on March 2, 2020;

 

Whereas, When Mr. Crawford was appointed as the City’s Interim City Administrator, the positions of the City’s CFO and Controller became vacant;

 

Whereas, Matthew Horning is qualified to serve as Interim CFO and Controller during such time period because of his experience as City Treasurer, his past experience in an acting capacity as CFO, and his education (MBA from University of Michigan);

 

Whereas, Section 12:1(b) of the Ann Arbor City Charter provides that the City Controller shall be appointed by the City Council on recommendation of the City Administrator;

 

Whereas, The City’s Municipal Code, Chapter 4, Section 1:31, provides that the City’s “Chief Financial Officer shall be the Controller of the city and shall perform such other duties as may be prescribed by law and by ordinance and resolution of the City Council;” and

 

Whereas, The Interim City Administrator approved this resolution and hereby gives his recommendation to City Council that Mr. Horning be appointed as the City Interim Controller and CFO;

 

RESOLVED, That City Council does hereby appoint Matthew Horning as the City of Ann Arbor Interim CFO and Controller, effective March 16, 2020;

 

RESOLVED, That Mr. Horning act as Interim CFO and Controller until the earlier of either: 1) Mr. Crawford returning to such positions because his Interim City Administrator appointment ends; or 2) the City Council making some alternative appointment for such positions;

 

RESOLVED, That the City Clerk be hereby directed to mail Mr. Horning a certificate of such appointment in accordance with 12.5 of the Charter; and

 

RESOLVED, That prior to entering upon the duties of the Controller, Mr. Horning shall take the oath required under Section 12.7 of the Charter and file the same with the City Clerk.
