Resolution to Approve a Contract with A.Z. Shmina, Inc. to Construct the Replacement of Astor and Franklin Sewage Lift Stations, ITB No. 4606 ($1,216,600.00)

Memorandum

Your approval is requested to approve a contract with A.Z. Shmina, Inc. (Shmina) in the amount of $1,216,600.00 to construct the replacement of Astor and Franklin Sewage Lift Stations.

 

The City operates and maintains eight sewage lift stations, which lift sewage from lower to higher elevations as needed to allow it to flow by gravity to the City’s Wastewater Treatment Plant (WWTP) for treatment. An evaluation of all eight lift stations was performed during development of the 2004 WWTP Facilities Master Plan, which identified deficiencies and estimated the useful remaining life of each station. As a result of this evaluation, two of the lift stations have been replaced and another has been identified for elimination. The remaining five lift stations have been in service for many years and nearly expended their expected useful life.

 

On March 4, 2019, Council approved a Professional Services Agreement with Hubbell, Roth & Clark, Inc. (HRC) in the amount of $124,565.00 to perform the work described in RFP No. 18-35.  Specifically, HRC evaluated each of the five lift stations, performed a condition assessment of the wet wells to determine if replacement or rehabilitation was necessary, identified alternatives for lift station replacements, recommended the best alternatives and designed the alternatives selected by the City for replacement of the five lift stations.  In addition, HRC develop a detailed design bid package and an opinion of probable cost for each of the five lift station’s to be replaced.  Based on HRC’s evaluation, Astor and Franklin lift stations were selected as the first two stations to be replaced

 

In response to ITB No. 4606, the following three bids to construct the replacement of Astor and Franklin Sewage Lift Stations were received and publicly opened on December 5, 2019:

                     A.Z. Shmina, Inc.                                                               $1,296,600.00

                     Sorensen Gross Company                                          $1,451,800.00

                     M&K Construction Company                     $1,481,150.74

 

WWTP staff reviewed the bids, compared them to ITB No. 4606 specifications and recommends that Shmina be approved as the lowest responsible bidder to construct the replacement of Astor and Franklin Sewage Lift Stations.

 

The replacement of Astor and Franklin Sewage Lift Stations includes demolition of existing structures, modification of existing wet well structures, installation of new pumping equipment and improvements to electrical and control systems, but

the City eliminated Bid Item No. 2 - Astor Lift Station Forcemain Replacement in the amount of $80,000.00 from the Scope of Work and that Bid Item will not be completed.  With the removal of Bid Item No. 2 contract amount is $1,216,600.00.

 

WWTP staff is requesting your approval of a contract with Shmina in the amount of $1,216,600.00 and to approve a contingency in the amount of $130,000.00 to fund additional necessary services as approved by the City Administrator.

 

Shmina complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal ImpactFunds to finance this contract are included in the approved Sewage Disposal System Capital Budget.  A contingency of $130,000.00 is requested to be approved by the City Administrator.

Whereas, Three competitive bids were received in response to ITB No. 4606 to construct replacement of Astor and Franklin Lift Stations on December 5, 2019, and based on review of these bids WWTP staff recommends A.Z. Shmina, Inc. as the lowest responsible bidder for this work;

Whereas, The City eliminated Bid Item No. 2 - Astor Lift Station Forcemain Replacement in the amount of $80,000.00 from the Scope of Work and that Bid Item will not be completed and is excluded from the Bid and Contract.

 

Whereas, Funds for this contract are available in the approved Sewage Disposal System Capital Budget; and

 

Whereas, A.Z. Shmina, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Resolved, That City Council approve a Contract with A.Z. Shmina, Inc. for replacement of the Astor and Franklin lift stations as specified in ITB No. 4606 in an amount not to exceed $1,216,600.00 with Bid Item No. 2 - Astor Lift Station Forcemain Replacement in the amount of $80,000.00 having been removed from the Scope of Work and the Bid and Contract amount;

 

RESOLVED, That Council approve a contingency of $130,000.00 to fund any unforeseen additional necessary services as approved by the City Administrator;

 

RESOLVED, That the Mayor and City Clerk be authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the

City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
