Attached for your review and consideration is a resolution to approve a Professional Services Agreement with Magellan Advisors LLC in the amount of $334,550.00 for Fiber Optic & Conduit Design and Planning Services for the DDA District.

 

Fiscal/Budget Impact:  This expenditure is planned for and budgeted in the FY2020 General Capital Improvements Fund budget under Capital projects.

 

The Ann Arbor-Ypsilanti Local Development Finance Authority (LDFA)’s Grant Agreement (Legistar 20-0326) is anticipated to reimburse the City for this budgeted expenditure. Our primary goal is to design a dense, sustainable, and flexible, fiber & conduit infrastructure foundation in the DDA District to accommodate connectivity and access for the community, and that will foster public safety, economic development, collaboration, and innovation.  We also aim to integrate and remediate existing city infrastructure to enhance existing and new city services such as Traffic Control, Safety Services, Transportation, Environment Sustainability, Public and Community Services.

 

RFP19-29 was issued for Fiber Optic & Conduit Design and Planning Services for the DDA District, and proposals from five respondents were received. A team comprised of City staff members from the Information Technology Department and Transportation reviewed the proposals and selected Magellan Advisors LLC based on their professional qualifications, past experience, proposed work plan and fee quotation. Magellan was also the lowest cost bidder.

 

Magellan Advisors, LLC complies with the requirements of the City Living Wage and Non-Discrimination ordinances.

Whereas, The City’s primary goal is to is to design a dense, sustainable, and flexible, fiber & conduit infrastructure foundation in the DDA District to accommodate connectivity and access for the community and that will foster public safety, economic development, collaboration, and innovation;

 

Whereas, The City is in need of Fiber Optic & Conduit Design and Planning Services in order to build a sustainable and flexible fiber & conduit infrastructure throughout the DDA District;

 

Whereas, a solid infrastructure foundation is crucial to enhancing city services and fostering public safety, economic development, collaboration, and innovation;

 

Whereas, In response to RFP 19-29 Fiber Optic & Conduit Design and Planning Services for the DDA District, the City received five proposals and selected Magellan Advisors, LLC based on their professional qualifications, past experience, and fee quotation;

 

Whereas, Magellan Advisors, LLC complies with the City’s Living Wage and Non-Discrimination ordinances; and

 

Whereas, Funding for this expenditure is planned for and budgeted for in the FY2020 General Capital Improvements Fund Budget;

 

RESOLVED, That City Council approve the attached Professional Services Agreement with Magellan Advisors, LLC in the amount of $334,550.00;

 

RESOLVED, That City Council approve a 10% contingency to be paid from the General Capital Fund Tech Park Fiber project fund, subject to City Administrator approval;

 

RESOLVED, That the Mayor and City Clerk be authorized and are directed to approve said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this Resolution regardless of fiscal year, including the execution of any required supplemental contract documents or any amendments that do not exceed the amounts authorized herein, after approval as to form by the City Attorney.
