Resolution to Approve Street Closings for Fool Moon - Friday, April 3, 2020

Attached for your consideration is a resolution to approve the closing of Detroit Street from Catherine Street to North 5th Avenue and North 4th Avenue between Catherine and Kingsley for the Fool Moon special event on Friday, April 3, 2020 from Noon to Midnight.
The event is being jointly sponsored by WonderFool Productions and the UM Alice Lloyd Scholars program. It is designed to celebrate April Fool’s Day and will include artistic lantern creations that will artificially light up the area, as well as food, beverages, music and other entertainment. Bands are scheduled to play from 6:00 PM until 10:00 PM.
This will be the second year the event will be held at the Kerrytown Market instead of in front of Grizzly Peak on Washington. No complaints were received regarding last year’s event.
The sponsor is requesting that the following streets be closed from Noon to Midnight on Friday, April 3, 2020:
• Detroit Street from Catherine Street to North 5th Avenue
• North 4th Avenue between Kingsley and Catherine (access to parking lots will remain open)
The sponsor will coordinate the bagging of parking meters with the DDA and Republic Parking.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.
Notification of the street closings will be provided through the City’s and Festifool/Fool Moon websites, and emails sent through the Main Street Area Association. Flyers will also be hand delivered to adjacent businesses one week before the event.
The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Fool Moon special event is scheduled for Friday, April 3, 2020;
Whereas, The sponsors are requesting the City approve closing of the following streets from Noon to Midnight on Friday, April 3, 2020:
• Detroit Street from Catherine Street to North 5th Avenue
• North 4th Avenue between Kingsley and Catherine (access to parking lots will remain open)
Whereas, The street closure will be signed and barricaded and properly supervised by the sponsors;
Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license;
Whereas, The sponsors agree to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and
Whereas, Notification of the street closing will be provided through the City’s website, the Festifool/Fool Moon websites, emails sent through the Main Street Area Association and flyers to be hand delivered to adjacent businesses one week before the event;
RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission; and
RESOLVED, That City Council approve closing of the following streets for Fool Moon on Friday, April 3, 2020 from Noon to Midnight:
• Detroit Street from Catherine Street to North 5th Avenue
• North 4th Avenue between Kingsley and Catherine (access to parking lots will remain open)
