Resolution to Approve Amendment No. 1 to the Veterans Treatment Court Grant Agreement with the Michigan Supreme Court State Court Administrative Office and Appropriate Funds ($10,000.00) (8 Votes Required)

Memorandum

This resolution seeks Council approval of Amendment No. 1 to the Michigan Veterans Treatment Court Grant Agreement, and further seeks authorization to accept and allocate supplemental grant funds from the State Court Administrative Office Michigan Veterans Treatment Court Grant program without regard to City Fiscal Year. 

 

The original grant award acceptance was approved by Council on 11/18/2019 (R-19-503) in the amount of $35,000.00.  The supplemental grant award of $10,000.00 would bring the amended total grant award to $45,000.00. 

 

Budget/Fiscal Impact: No matching funds are required for acceptance of this supplemental grant award.

 

The 15th Judicial District Court Veterans Treatment Court program is a problem-solving court that uses a combination of drug court and mental health court principles to help eligible veterans address the military service-related mental health disorders and substance use issues that have led them to be criminal justice system involved.  The Court collaborates with Ann Arbor Veterans Administration, Ann Arbor Veterans Affairs Medical System as well as other treatment providers to attain needed services for participants. Additionally, participants are linked with ancillary services such as education, housing, job skills or other individualized assistance.

Whereas, On November 18, 2019, the City accepted the Michigan Supreme Court State Court Administrative Office Michigan Veterans Treatment Court Grant Award of $35,000 (SCAO Grant) on behalf of the 15th District Court;

 

Whereas, The 15th Judicial District Court has been awarded a supplement grant award in the amount of $10,000 for such SCAO Grant to help fund operations of the specialized Veterans Treatment Court, which would bring the SCAO Grant to $45,000; and

 

Whereas, The attached Amendment No. 1 to the SCAO Grant and related additional grant funds are in the best interests of the City of Ann Arbor and in the best interests of justice;

 

RESOLVED, That City Council accept the SCAO Grant supplemental award of $10,000 to the 15th Judicial District Court for expenditure without regard to City Fiscal Year and approve Amendment No. 1 with the State Court Administrative Office;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Amendment No. 1 on behalf of the Court and the City following approval as to form by the City Attorney and as to substance by the City Administrator; and

 

RESOLVED, That Council authorize the Court Administrator to take all necessary administrative actions to implement this resolution including acting as the Authorizing Official for SCAO purposes; and

 

RESOLVED, That City Council appropriate the supplemental grant award of $10,000 to the separate FY20 Veteran’s Court grant account created pursuant R-19-503, and that these funds be made available without regard to fiscal year.
