Resolution to Approve Street Closings for the Ann Arbor Marathon Running Event - Sunday, March 22, 2020

Memorandum

Attached for your consideration is a resolution to approve the closing of certain streets for the Ann Arbor Marathon Running Event on Sunday, March 22, 2020 from 3:00 A.M. to 1:30 P.M.

 

The applicant, CFC-Epic Races, LLC, is raising money through this event for UM Addiction Center, Kresge Hearing Research Foundation, Girls on the Run, Packard Health and North Star Reach.

 

The applicant requests approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.

 

The route replicates last year’s which had been amended to address concerns of impacted residents.  The organizer has been in touch with the Neighborhood Association representative and received positive feedback and support for the same route.  There could be minor tweaks to the route as a result of construction, but this area is located near Central Campus and impact to residents is negligible.   

 

The applicant has requested to close the following streets between 3:00 A.M. and 1:30 P.M. and the streets will be reopened as soon as safely possible after participants have cleared the areas (many of these streets will occupy one lane only)  The races start at 8:00 AM:

As has been the practice in the past, the applicant will send postcards to impacted residents along the Geddes area no later than one week prior to the event.  The City’s website will also include information about street closures for this event. 

 

The applicant agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets, and will reimburse the City for all event expenses.  Notification of the street closings will be provided through the City’s website, GovDelivery, postcards, and temporary lawn signs from the applicant.

 

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The street closures will be signed, barricaded and properly supervised;

 

Whereas, The Applicant agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets;

 

Whereas, The Applicant will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations;

 

Whereas, The Applicant has agreed to pay the cost of City services associated with the staging of this event; and

 

Whereas, Notification of the street closings will be provided through the City’s website, GovDelivery and the applicant’s communications;

 

RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission;

 

RESOLVED, That the Applicant will pay the cost of City services associated with the staging of this event; and

 

RESOLVED, That City Council approve the closing of the following streets on Sunday, March 22, 2020 from 3:00 A.M. to 1:30 P.M. with streets to reopen as soon as safely possible after participants have cleared the areas:
