Resolution to Approve Street Closures for MUSIC Matters SpringFest from 4:00 A.M. on Friday, April 17, 2020 until 10:00 P.M.

Memorandum

The attached resolution is requesting approval to close North University from State to Thayer, State Street from William to Washington and Liberty from State to Maynard for the annual MUSIC Matters SpringFest event from 4:00 A.M. until 10:00 P.M.  The event will start at Noon and end at 6:00 P.M. with the additional time to be used for set-up and break-down of the event.  The streets will open as soon as safely possible after the event.

 

The sponsor, the University of Michigan-MUSIC Matters organization, is presenting a day of festivities including concerts throughout the afternoon.  This will be the seventh year for this event.  The footprint of the event has grown to accommodate more interactive zones.  The festivities will showcase the best of the University of Michigan and will feature an assortment of student groups from the innovation, arts, sustainability, music and social justice communities on campus.  The day will include performances from local artists, a product launch zone, interactive and engaging exhibits from student groups and food from local trucks.  The State Street District supports this event.

 

Notification of the street closure will be through the City’s website and GovDelivery, press releases and resources through the University of Michigan at least one week prior to the event.

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses.

Whereas, It will be necessary to close North University from State to Thayer, State Street from William to Washington and Liberty from State to Maynard for the annual MUSIC Matters SpringFest event from 4:00 A.M. until 10:00 P.M.;

 

Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and

 

Whereas, Notification of the street closing will be through the City’s website as well as applicant communications to UM students and faculty;

 

RESOLVED, That City Council approve the closing of North University from State to Thayer, State Street from William to Washington and Liberty from State to Maynard for the annual MUSIC Matters SpringFest event from 4:00 A.M. until 10:00 P.M.
