Resolution to Award a Contract for the Water Treatment Plant Filter Backwash Improvements Project to Goyette Mechanical Company, Inc. ($406,800.00)
Memorandum
This memorandum and resolution requests approval to award a contract to Goyette Mechanical Company, Inc. for the Water Treatment Plant Filter Backwash Improvements project - ITB No. 4607 ($406,800.00).
Since the City of Ann Arbor Water Treatment Services Unit’s first detection of PFAS in 2014, the city has been actively monitoring for PFAS, investigating alternatives and implementing steps to provide better removal of PFAS. In 2019, the city received a grant from the Department of Environment, Great Lakes and Energy (EGLE) to provide funding to assist in PFAS-related efforts including filter media replacement, increased analytical efforts, communication, research, and backwash infrastructure improvements. The EGLE grant agreement states that project work, including the Filter Backwash Improvements project, funded through the grant must be complete by December 1, 2020.
The filter backwash improvements project became necessary because the existing filter washing equipment was not able to effectively wash the new filter media that the city began using in 2017 to remove PFAS. The new filter media is lighter than its predecessor and the existing wash water pumps were not able to wash at a low enough flow rate to prevent the new filter media from being washed out of the filter. Improvements to the filter backwash system will allow the city to better control its washing process and prevent loss of the new filter media.
The scope of work for this project includes the installation of new flow meters and control valves on the existing backwash pumps, associated electrical and controls modifications, as well as startup and testing of the new equipment. The work also includes alternates to refurbish the backwash pumps (Alternates 1a and 1b), replace pump discharge valves (Alternate 2) and suction valves (Alternate 3).
On December 19, 2019, the City received five (5) bids for this work. Two (2) bidders (Erie Welding & Mechanical and Monroe Plumbing & Heating) did not submit the required compliance documents, and their bids are considered non-responsive. The results of the bids are broken down as follows:

Since Goyette Mechanical Company, Inc. submitted the lowest responsible bid in the amount of $406,800.00, it is recommended that their bid for $406,800.00, including Alternates No. 1a, 1b, 2, and 3 be accepted for a total contract value of $406,800.00, and that Goyette Mechanical Company, Inc. be awarded the Contract for the Water Treatment Plant Filter Backwash Improvements project. It is also recommended that a construction contingency in the amount of $40,000.00 be approved to finance change orders to be approved by the City Administrator.
Budget/Fiscal Impact: The majority (80%) of this project is being funded by a Drinking Water Contaminant Remediation Grant issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), which was appropriated to the project’s budget in R-19-358. The remaining 20% of this project will be funded via the Water Supply System’s capital budget.
Goyette Mechanical Company, Inc. complies with the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances.

Whereas, Five bids were received, and Goyette Mechanical Company, Inc. has been evaluated as the lowest responsible bid in the amount of $406,800.00;
Whereas, Funding for this work is available from the approved Water Supply System Capital Improvement Budget and Filter Backwash Capital Project Budget (UT-WS-21-02); and
Whereas, Goyette Mechanical Company, Inc. complies with the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances;
RESOLVED, That Council award the contract for the Water Treatment Plant Filter Backwash Improvements project to Goyette Mechanical Company, Inc. in the amount of $406,800.00;
RESOLVED, That a contingency in the amount of $40,000.00 is approved to finance change orders to the contract with Goyette Mechanical Company, Inc. to be approved by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any authorized renewals and any changes or amendments that do not exceed the contingency amount.
