Resolution to Amend the FY20 General Fund Budget by Adding One Full Time Equivalent Position and the Related Funding to the Ann Arbor Police Department (8 Votes Required)
Memorandum
The City Administrator is requesting approval to add a lieutenant position (one (1) full time equivalent (FTE)) to the Ann Arbor Police Department (AAPD) in the FY20 Budget. The new position will provide an audit and review capability that currently does not exist, resulting in several negative impacts. A proper audit function is a critical aspect of implementing a community policing approach. The Police Chief's ability to develop and implement innovative community policing practices is restricted by the lack of resources. Analyzing reports and video footage provides the opportunity to develop case studies and learning experiences, contributing the practical and professional development of police officers. Information requests from the Independent Community Police Oversight Commission (ICPOC) are backlogged, hindering the ability of the commission to perform its functions as specified under Section 1:210 of the City Code.
Adding this position will also provide additional promotional opportunities for AAPD officers, supporting leadership growth leading to the retention of mid-grade and senior command officers.
Fiscal Impact
Adding this FTE to the budget will have a General Fund impact of $100,000 in FY20 and $205,000 in FY21.
