Memorandum

This resolution seeks Council approval of Amendment No. 1 to the Agreement with Domestic Violence Project, Inc., a.k.a. SafeHouse Center.  Domestic Violence Project, Inc. provides confidential support, information and referrals for victims of domestic violence and intimate partner stalking cases; monitors court and probation activity as it relates to victim safety; works collaboratively to enhance victim safety; and offers advice and training to judges, magistrates, probation, and community partners.

 

Budget/Fiscal Impact: Grant funds from the Office on Violence Against Women of the Department of Justice (Award 2016-WE-AX-0031) are available to pay for these services.  Grant award acceptance was approved by Council on November 21, 2016 (R-16-446).  A grant extension was approved in August 2019 by the Office on Violence Against Women of the Department of Justice that extends the grant period through September 30, 2020 (an additional 12 month period) and allows for use of unexpended funds from the original grant budget to be reallocated to pay for these services.

 

The City, through this Agreement, would compensate the Domestic Violence Project, Inc., a.k.a. SafeHouse Center, for these services in a total amount not to exceed $145,197.59.

Body

Whereas, The 15th Judicial District Court was awarded and Council accepted an Office on Violence Against Women of the Department of Justice Grant for the period of October 1, 2016 through September 30, 2019 or as may be extended by the U.S. Department of Justice;

 

Whereas, The Office on Violence Against Women of the Department of Justice has approved a 12-month extension of the grant period and the reallocation of unexpended funds to compensate the Domestic Violence Project, Inc., a.k.a. SafeHouse Center, for confidential victim support, referrals, staff training and case monitoring as well as other related domestic violence prevention services;

 

Whereas, The 15th Judicial District Court has determined that Domestic Violence Project, Inc., a.k.a. SafeHouse Center, is an appropriate and skilled provider of such services; and

 

Whereas, It is in the best interests of the City of Ann Arbor and Washtenaw County as well as the best interests of justice to enter into a Service Contract with the Domestic Violence Project, Inc., a.k.a. SafeHouse Center;

 

RESOLVED, That City Council approve Amendment No. 1 to the Agreement with Domestic Violence Project, Inc., a.k.a. SafeHouse Center in a total amount not to exceed $145,197.59 under the terms specified in this Resolution;

 

RESOLVED, That City Council authorize funding of the Agreement with Domestic Violence Project, Inc., a.k.a. SafeHouse Center, for the term of the grant extension including any additional extensions authorized by the U.S. Department of Justice, without regard to City Fiscal Year;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to form by the City Attorney and as to substance by the City Administrator;

 

RESOLVED, That the funds authorized herein be made available without regard to fiscal year; and

 

RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution including execution of amendments that do not exceed the amounts authorized herein.
