Resolution to Authorize a Sole Source Purchase Order to Universal Filtration & Pumping Solutions, Inc. ($51,240.00) for Two Filter Press Hydraulic Power Units
Memorandum
This memorandum and resolution requests authorization of a sole source purchase order to Universal Filtration & Pumping Solutions, Inc. (UF&PS) for furnishing of two (2) hydraulic power units required to operate the two (2) filter presses at the Water Treatment Plant ($51,240.00).
The Water Treatment Plant dewaters solids produced during lime softening treatment of the City's drinking water using two (2) plate and frame filter presses. Solids, or residuals, are fed to each filter press and dewatered via rams driven by hydraulic power units (power packs). Both filter presses and all hydraulic power packs are original equipment from the installation in 1979 and are nearing the end of their service life. Both hydraulic power packs have had several breakdowns over the last 5 years requiring continual repair and maintenance, and are currently leaking significantly due to their age and condition. Solids dewatering is a critical element of the treatment process. Without the dewatering equipment, the City must send residuals generated by the treatment process to a settling pond located behind Wines and Forsyth Schools along M-14, which has minimal remaining capacity.
As part of its asset management program, the city completed a condition assessment of the solids handling process in 2017 that resulted in several recommendations for refurbishment/replacement of filter press and filter press components. In 2017, Council approved the replacement of a major component associated with feeding solids to the filter presses. The next highest priority recommendation was to replace the filter press hydraulic power packs.
