Resolution to Approve the Purchase of Pedestrian Litter and Recycling Containers from Landscape Forms, Inc. (not to exceed $83,000.00)

Memorandum

Attached for your review and approval is a resolution to authorize the purchase of 40 litter containers and 10 recycling containers from Landscape Forms, Inc. pursuant to unit pricing obtained through National Cooperative Purchasing Alliance (NCPA Contract 07-53) not to exceed $83,000.00 which is authorized under Ann Arbor City Code Section 1:316(2).     

 

The City owns and maintains approximately 100 pedestrian litter and recycle containers on sidewalks in areas with high pedestrian foot traffic. Many of the current containers are beyond their useful life and are due for replacement. Additionally, the current containers are aesthetically unpleasing, challenging to service and subject to unauthorized movement.  City staff worked with the DDA and all of the downtown area associations to choose a container design that is functional, operationally efficient and consistent with the downtown character. The DDA has agreed to separately purchase approximately half of the litter cans needed as part of their current and upcoming streetscape projects. This resolution is for the purchase of the remaining litter containers.

 

The containers are provided by Landscape Forms, Inc., a Michigan company. Landscape Forms, Inc. is a member of the National Cooperative Purchasing Alliance (NCPA) which provides competitive pricing that other municipalities can use.

 

Sustainability Framework:  The purchase of these containers is essential to supporting the Healthy Ecosystems and Clean Air and Water goals of the City’s Sustainability Framework in that it will keep trash from entering the environment as the containers will be able to be regularly serviced.  It also supports the Responsible Resource Use goal of the Framework as the containers are made of 61% recycled aluminum, the coating is lead and HAPS free and does not generate hazardous waste.  Additionally, the packaging for the containers is 100% recyclable.    

 

Budget/Fiscal Impact:  Funding is available in the approved FY20 Solid Waste Operation and Maintenance Budget.

Whereas, The existing litter and recycling containers are challenging to service and are reaching the end of their useful life;

 

Whereas, The DDA and other downtown stakeholder groups provided input on a new container design;    

 

Whereas, The new containers will be easier to service and better match the downtown aesthetic;

 

Whereas, Landscape Forms, Inc., a Michigan company, is a member of the National Cooperative Purchasing Alliance (NCPA), and has provided unit pricing for the containers under NCPA Contract 07-53;

 

Whereas, Funding is available in the FY20 approved operating and maintenance budget of the Solid Waste Fund, and

 

Whereas, Landscape Forms, Inc. complies with the City’s non-discrimination and living wage ordinances;

 

RESOLVED, That City Council approve the issuance of a purchase order to Landscape Forms, Inc. for the purchase of 40 litter containers and 10 recycling containers using unit pricing obtained under NCPA Contract 07-53 for a total amount not to exceed $83,000.00;

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
