Resolution to Contract Green Infrastructure Maintenance Services for one year with the Washtenaw County Water Resources Commissioner ($165,000.00)
Memorandum
The City of Ann Arbor and the Washtenaw County Water Resources Commissioner (WCWRC) have a long history of collaboration on stormwater projects. Many of the Green Infrastructure projects that have been constructed over the past several years have been extremely beneficial to the stormwater system - improving water quality as well as managing stormwater flows.
With the advent of “Green Infrastructure” being a large part of the management techniques used in stormwater projects and/or improvements - there is an identified need for specialized maintenance strategies. City of Ann Arbor Public Works staff is not trained, nor do they specialize, in the maintenance techniques for Green Infrastructure Maintenance. The maintenance of these installations is crucial to the operations and function of the Green Infrastructure.
The Washtenaw County Water Resources Commissioner’s (WCWRC) Office has staff that is trained and certified in the maintenance of these installations. In addition, the staff at the WCWRC coordinates with local subcontractors for the necessary maintenance work.
Budget/Fiscal Impact: Funding is available in FY20 Public Works Stormwater Operations and Maintenance budget. Extensions would be subject to funding approval in subsequent years’ budgets.
Sustainability Framework: Work completed under this contract moves the City towards implementing the Sustainable Systems, Healthy Ecosystem and Clean Air and Water goals of the City’s Sustainability Framework.

Whereas, Stormwater and water quality have become a priority for the City, resulting in an increased installation of Green Infrastructure;
Whereas, The City of Ann Arbor has a long standing history of successful collaboration with the Washtenaw County Water Resources Commissioner (WCWRC);
Whereas, It is desirable to continue this collaboration;
Whereas, The WCWRC has staff that are experts in Green Infrastructure maintenance; and
Whereas, Funding for these services are included in the approved FY20 Stormwater Operations and Maintenance budget and from subsequent years’ budgets if so approved by Council;
Resolved, That Council approves a 1-year service order to the Washtenaw County Water Resources Commissioner for an amount of $165,000.00 in FY20 to provide Green Infrastructure Maintenance services which will benefit the City; and
Resolved, That the City Administrator be authorized to take all necessary actions to implement this resolution.
