Resolution to Provide Direction to the City Administrator on the Provision of Solid Waste Services
Body
Whereas, The guiding principles for Ann Arbor's solid waste program focus on providing services that are cost-efficient and customer-friendly;
Whereas, City staff issued RFP (Request for Proposal) No. 18-04 to procure outside resources needed to develop the Solid Waste Resource Management Plan (2019-2023), including funding and program recommendations, coordinated through the Environmental Commission and engaging the wider community;
Whereas, City Council Resolution R-18-138 to fund a Solid Waste Resource Management Plan for the period from 2019 to 2023 is expected to result in a finished plan in December 2019;
Whereas, City staff represented by AFSCME Local 369 currently perform solid waste collection services;
Whereas, By Resolution R-18-194, dated May 21, 2018, the City Council directed the City Administrator "to cease all actions that further any plan to privatize for solid waste services currently performed by city staff";
Whereas, By resolution dated May 21, 2018, the City Council proclaimed "its opposition to privatization for solid waste services not currently performed by an outside contractor'; and
Whereas, By memorandum dated October 7, 2019, the City Administrator announced the intention to group solid waste collection in the downtown area and for multi-family units and commercial establishments for bid by private firms with the goal to start the procurement process in October 2019;
RESOLVED, That City Council directs the City Administrator to cease all actions that further any plan to privatize solid waste services, any part of which are currently performed by city staff; and
RESOLVED, That City Council affirms its opposition to privatization for solid waste services not currently performed by an outside contractor.
