Resolution to Approve the Purchase of Police Vehicles from Signature Ford (MiDeal and Macomb County Cooperative Purchasing - $259,086.00)

The attached resolution authorizes the purchase of four standard 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $36,519.00 each, two K-9 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $37,129.00 each, and one 2020 Ford Expedition Special Service Vehicle at $38,752.00 for a total of $259,086.00 from Signature Ford, Owosso, Michigan.
The City’s labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.
The police vehicles listed on this resolution will replace vehicles that will have reached the contractual limit in the next year.
The Ford Police Interceptor Utility vehicle is built specifically for sale to law enforcement agencies and is not available to the public. After evaluating a number of different patrol vehicles, this is the vehicle that the Police Unit of the Safety Services Area has requested to become our standard patrol vehicle. The utility style, similar to a Ford Explorer, has become necessary to accommodate the large amounts of equipment installed in a standard patrol vehicle.
Ford is now offering the industry’s first pursuit-rated hybrid police SUV. The hybrid system uses a large battery pack to power the vehicle’s law enforcement equipment including lights, sirens, computers, radio, printer, and the heating and AC for the cabin. When the vehicle’s engine is at idle, which is a significant amount of time for a patrol vehicle, the engine shuts down and the battery powers the equipment. If the battery gets low, the engine automatically starts to recharge the battery. Ford is projecting a nearly 40% improvement in fuel economy with the hybrid powertrain. The hybrid version is priced $3,115.00 higher than the standard version.
Of the six patrol vehicles being purchased, two will be outfitted as K-9 units. These K-9 vehicles require auxiliary AC units which increases the purchase price of the vehicle.
The Ford Expedition Special Service Vehicle is used for the Police Department’s Commercial Truck enforcement activities. As such, the vehicle is larger to hold the scales and other specialized equipment needed for this activity. The officer assigned to this vehicle is also the department’s lead crash/accident investigator. The vehicle is sized to handle the equipment need to fulfill those obligations as well. This vehicle will replace an existing Ford Expedition.
The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Signature Ford was the lowest responsive bidder to the Macomb County bid (bid #21-18) for patrol vehicles and to the State of Michigan MIDeal bid (#071B7700180) for the Expedition.
Signature Ford complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.
Budget Impact: Adequate funding for the purchase of these vehicles is available in the FY20 Fleet Services Fund budget and the FY20 Office of Sustainability and Innovations Operations budget.
The Sustainability and Innovations Office will fund $18,690.00 ($3,115.00 ea.) towards the initial purchase price of the six patrol vehicles to transition them to the hybrid powertrain.
The Police Department will be responsible for the increased Fleet replacement cost each year. This Fleet replacement cost covers the future cost of replacing the vehicles purchased under this resolution. Fuel savings from operating the hybrid vehicles will offset some of this additional expense based on the usage of the vehicle.
Green Fleet Policy: On August 16, 2019, the Green Fleet Committee approved the need for the replacement of these vehicles, that the proposed replacements are consistent with the Green Fleet Policy, and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Signature Ford, Owosso, MI, is the lowest responsive bidder to the Macomb County Cooperative Bid program for patrol vehicles and to the State of Michigan MIDeal program for the Ford Expedition; and
Whereas, Signature Ford complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances;
RESOLVED, That City Council approve the issuance of a purchase order to Signature Ford for the purchase of four standard 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $36,519.00 each, two K-9 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $37,129.00 each, and one 2020 Ford Expedition Special Service Vehicle at $38,752.00 for a total amount of $259,086.00;
RESOLVED, That funds for the purchase of these vehicles in the amount of $240,396.00 comes from the FY 2020 Fleet Services budget and in the amount of $18,690.00 comes from the FY2020 Office of Sustainability and Innovations budget with funds to be available without regard to fiscal year;
RESOLVED, That the vehicles being replaced (nos. 0091, 0339, 0345, 0353, 0354, 0355 and 0357) be sold at the next City vehicle auction held after the vehicles are removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
