Attached for your review and approval is a resolution to authorize Amendment No. 1 to the Professional Services Agreement with Tetra Tech, Inc. (Tetra Tech) for geotechnical and environmental services.

It is necessary that the Engineering Unit perform soil borings, pavement cores, environmental sampling and testing, laboratory testing, and all associated work at various locations throughout the City of Ann Arbor as part of various public infrastructure projects. These soil borings and pavement cores identify existing soil type, soil characteristics, pavement thickness, and potential environmental contamination. This information is critical to the success of any project. Professional geotechnical and environmental engineering consultants typically perform this work, as the City does not have the necessary equipment or personnel.

On March 6, 2017, City Council approved the original agreement with Tetra Tech, as well as several other firms, to perform these services (Resolution R-17-062). Since the execution of that contract, Tetra Tech has provided services for multiple projects, which most recently include performing environmental testing for the Hoover/Hill/Greene project, and for the testing of potentially contaminated crushed limestone on several projects. These unanticipated needs will result in the exceedance of the Council authorized amount of $100,000.00.

The contracts approved for geotechnical and environmental services in March of 2017 are at this time mostly expended. Engineering staff plans to issue a new Request for Proposal (RFP) for these services this coming fall/winter. In the meantime, the attached amendment to the contract with Tetra Tech provides sufficient resources to complete the work referenced above.
