This memorandum and resolution requests approval for a general services agreement between the Water Treatment Service Unit and Sea-Side Diving, Inc. RFP #19-22 an amount not-to-exceed to $90,000.00 through FY22
In July 2019, the City issued a request for proposals (RFP #19-22) to award one (1) contract for dive inspection services for up to $90,000.00 over a three (3) year agreement through FY22. The scope or work involves annual inspection and cleaning of the drinking water intakes in Barton Pond, maintenance of zebra mussel control chemical feed systems, inspection and cleaning of the hydroelectric generating station intakes at Barton and Superior Dams, and general underwater inspection and cleaning services at all four City-owned dams.
The City received two (2) proposals, one from Sea-Side Diving Inc. and one from Underwater Construction Corporation. The City utilized a weighted 100-point scoring system for evaluating the proposals based on qualifications, past involvement with similar projects, proposed work plan, and fee proposal. After evaluating the proposals, Sea-Side Diving received a score of 85, and Underwater Construction Corporation received a score of 75. Underwater Construction Corporation scored lower only on fee proposal; their fee was substantially higher. It is therefore recommended that City Council approve the services agreement with Sea-Side Diving, Inc. to provide dive inspection services until FY22.
Sea-Side Diving, Inc. complies with the requirements of the City's Non-Discrimination and Living Wage Ordinances.
