Resolution to Award a 3-Year Contract for Water Main Line Stops and Insertable Valves to Watertap, Inc. ITB # 4588 (up to $175,000.00/annually; $525,000.00 for three years)

Memorandum

Attached for your approval is a resolution authorizing a 3-year contract with Watertap Inc., for up to $175,000.00 annually for installation of water main line stops and insertable valves.

 

Each year Public Works encounters situations where sections of water mains must be isolated to replace valves, install fire hydrants or make emergency repairs. Installation of temporary line stops and valves enable this work to be performed with minimal interruption of water service.

 

ITB-4588 was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. Two bids were received and publicly opened on June 18, 2019.  Watertap Inc. was the lowest responsible bidder for water main line stops and insertable valves.

The contract dollar amount will cover the cost of the expected volume of work each year, based on Public Works staff’s past experience.

 

Budget Fiscal Impact:  Funding is available in the approved FY20 Water System Operation and Maintenance Budget and will be available in subsequent budgets if approved by council.

 

Watertap, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

This agreement is from September 3, 2019 through September 3, 2022.

Whereas, Installation of line stops and insertable valves enables this work to be performed with minimal interruption of water service;

 

Whereas, Two competitive bids (ITB-4588) for these parts and services were received on June 18, 2019;

 

Whereas, Watertap Inc. was the lowest responsible bidder;

 

Whereas, Funding is available in the approved FY20 Water System Operations and Maintenance budget; and

 

Whereas, Watertap Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve a contract with Watertap Inc. not-to-exceed $175,000.00 annually, for a total contract amount of $525,000.00,  for the period of September 3, 2019 through September 3, 2022;

 

RESOLVED, That for FY21 and FY22 the contract is subject to the availability of funding in the approved budget;

 

RESOLVED, That the City Administrator be authorized to renew the agreement for up to two one-year periods providing both parties agree to an extension and subject to the availability of funds;

 

RESOLVED, That the City Administrator be authorized and directed to execute the contracts with Watertap Inc., subject to approval by the City Administrator as to substance and subject to approval by the City Attorney as to form; and,

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
