Memorandum

Attached for your review and action is a resolution to approve a purchase order for renewal of a three-year subscription with DLT Solutions, LLC for the City’s standard software (Autodesk) used for the creation, maintenance, and access of critical City engineering-related information and databases.

 

Budget/Fiscal Impact:  This expenditure is planned for and budgeted in the FY2020 Information Technology Services Fund budget. Switching to a 3-year subscription will provide the City with a cost savings of $5,766.93 over a 3-year period by switching from the current annual subscription.

 

DLT Solutions, LLC is the City’s vendor for supplying Autodesk software products, which include AutoCAD, AutoCAD Civil 3D, and the Architecture, Engineering & Construction (AEC) Collection. DLT Solutions, LLC is a value-added reseller of Autodesk software that provides software licenses in addition to maintenance and technical support.

 

Autodesk Civil 3D software is a state-of-the-art design and drafting application, which was built on the AutoCAD software drawing environment.  Civil 3D extends the tools and features available to surveyors, engineers, and drafters, enabling them to create dynamically linked three-dimensional (3D) models of proposed and existing project features.

 

It is imperative to renew the licensing and maintenance agreement with DLT Solutions, LLC to receive software updates, access certain technical support, and retain the proper licenses for use of the software in mission critical City applications. 

 

The accompanying resolution authorizes the creation of a purchase order to process a payment to DLT Solutions, LLC in the amount of $52,089.72 for the licensed use of Autodesk software for three years (7-31-19 until 7-30-2022).

Whereas, City of Ann Arbor Engineering design, surveying, drafting, and inspection personnel use AutoCAD and Autodesk Civil 3D software to prepare engineering drawings and models for plan development and production to provide a high level of engineering survey, design, drafting and construction services;

 

Whereas, DLT Solutions, LLC is the provider of software maintenance for Autodesk products including certain technical support, software updates and upgrades, and certain training classes;

 

Whereas, The proposed purchase from DLT Solutions, LLC is considered a sole source as DLT Solutions, LLC is the sole distributor of Autodesk government licensing and sales;

 

Whereas, The Autodesk software is considered a best source as it is the industry standard for this type of engineering and design software, which is critical to fulfilling certain City services;

 

Whereas, Renewing the Autodesk Subscription for three-year with DLT Solutions, LLC per the attached quote is necessary to receive software updates, access technical support, and retain the proper licenses for use of the software in mission critical City applications, at no additional cost; and

 

Whereas, Funding for such purchase is budgeted for and available in the FY2020 Information Technology Fund;

 

RESOLVED, That City Council approve a purchase order with DLT Solutions, LLC in the amount $52,089.72 to maintain the Autodesk Subscription 3-Year per the attached quote; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
