Resolution to Renew and Amend the Current Agreement with Psybus, P.C., for Additional Professional Psychological Evaluation Services for the Ann Arbor Police Department Employees ($27,795.00)

Memorandum

Attached for your review and consideration for approval is a resolution to renew and amend the contract with Psybus, P.C., to allow for additional professional psychological evaluation services to Ann Arbor Police Department employees for FY19, and to renew the contract through June 30, 2020.

 

Historically, psychological evaluations were requested on a case-by-case basis. As a part of a new wellness plan, all sworn AAPD employees were required to receive an annual psychological evaluation.  This contract renewal and amendment renews the contract through June 30, 2020 and allows expenditure over the $25,000.00 “not-to-exceed” amount, currently provided, to the extent budgeted. 

 

Dr. Linda Forsberg (Deputy Chief Forsberg’s mother) is the president and sole provider at Psybus, PC.  The contract was awarded to Psybus, PC prior to the City hiring D/C Forsberg.  Per APP 204, Section 4.6.1.5, D/C Forsberg will not participate in directly or indirectly in this purchasing process.

 

Per the terms of the 2016 Agreement, the City has discretion to terminate this renewal with thirty days’ notice to the Contractor, for any reason.  The City intends to competitively bid this agreement in the near future.

 

Budget/Fiscal Impact:  Funds for these services are available in the FY19 and FY20 Police Department budget.

Whereas, The Ann Arbor Police Department (“AAPD”) determined a need for an psychological evaluations of AAPD Employees prior to hire;

 

Whereas, The City issued RFP #953 in 2015 and there were two respondents;

 

Whereas, Psybus, PC was awarded the Agreement for up to a six years because the City’s selection committee scored it as the most qualified;

 

Whereas, The City determined that a need to expand the scope of Psybus, PC’s contract to include annual psychological wellness evaluations, which took the contract over the not to exceed $25,000.00 amount for FY19;

 

Whereas, Psybus, P.C. provided services to AAPD in FY19 pursuant to such Agreement, in the amount of $27,795.00, which is in excess of the not to exceed amount of $25,000.00, as stated in the last Agreement renewal;

 

Whereas, An Amendment to the Agreement with Psybus, P.C. is needed to authorize the renewal through June 30, 2020 and the expenditure over $25,000.00 for FY19;

 

Whereas, Funding is available in the FY19 and FY 20 Police Department budget for these expenditures; and

 

Whereas, Psybus, PC complies with the requirements of the City’s Living Wage and Non-Discrimination Ordinances;

 

RESOLVED, That City Council approve the attached renewal and amendment to the Professional Services Agreement with Psybus, P.C. for professional psychological evaluation services to Ann Arbor Police Department employees and authorize expenditures to the extent available in the applicable budget;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said  renewal and amendment, after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of the remaining renewal subject to budget availability.
