Resolution to Create a Taskforce to Develop a Self-Sustaining Financial Plan for Mack Pool
Body
Whereas, the City of Ann Arbor's strives to maintain a high quality of life city with good public facilities for fitness, for families and for seniors;
 
Whereas, Mack Pool serves approximately 4,000 citizens throughout the city of Ann Arbor making approximately 30,000 visits per year, even though community knowledge of the facility is currently relatively limited;
Whereas, Mack Pool offers important amenities not offered at other facilities including a handicapped person pool access ramp, and capacity to host year-round, indoor programming;
 
Whereas, significant programming for residents including Masters, Dawn Ducks / Seniors, Gay and Lesbian A2QUA, Synchronized Swimming, Red Cross and other swim lessons, is currently taking place at Mack Pool;
 
Whereas, current funding for Mack Pool is from the City's General Fund;
Whereas, the total appropriation required to operate Mack Pool in the FY2010 budget is $224,513.00;
Whereas, projected revenue for Mack Pool in the FY2010 budget is $122,100.00, thereby creating a forecasted Mack Pool budget deficit of $102,413.00;
 
Whereas, the Ann Arbor Public Schools ("AAPS") is a significant user of Mack Pool;
Whereas, the City is experiencing significant fiscal challenges due largely to ever increasing costs and to the current economic crisis resulting in State revenue-sharing cuts and declining property tax revenues;
Whereas, the City Administrator has proposed a two-year budget plan that calls for reducing General Fund expenses by 10% in order to prevent illegal deficit spending; and
Whereas, the proposed budget for FY2011, which will be considered by City Council in May of 2010, recommends closing Mack Pool;  
 
RESOLVED, That City Council appoint members to a Mack Pool Task Force at the first Council meeting in August 2009 to work with staff to evaluate options for sustaining the operations at Mack Pool in a financially-responsible manner;
RESOLVED, That the City Administrator engage with AAPS to explore cost sharing and maximizing facility utilization; and
 
RESOLVED, That the recommended options considered and developed be presented to City Council in February 2010 and be considered for inclusion in the City Administrator's FY2011 budget proposal that will be presented to City Council in April 2010.
