Resolution to Appoint A New Emergency Management Director and Establish the Line of Succession to the Emergency Management Director for the City of Ann Arbor
Memorandum
Section 1:326 of the Ann Arbor City Code vest the Mayor with the appointment of the Emergency Management Director for the City of Ann Arbor.  Recent changes in the Safety Services Area staffing assignments and structure necessitate the need for changes in the Office of Emergency Management structure.  
 
The attached Resolution appoints Sergeant Edward Dreslinski, PEM to succeed Lt. Myron Blackwell as Emergency Management Director.  Sgt. Dreslinski has many years of incident command experience with the Police Department and received his Professional Emergency Management (PEM) Certification from the Michigan State Police Emergency Management & Homeland Security Division in September 2005.
 
The attached Resolution also appoints the following assistant to serve and assist the Emergency Management Director and in the absence or unavailability of the Emergency Management Director, in order of precedence named, assume the duties of the Director on an interim basis:  Lucy Teets, Lt. Myron Blackwell, Mary Joan Fales, Matthew Naud, Matthew Schroeder and Andrew Box.   All of the named assistants, with the exception of Matthew Naud, have received Professional Emergency Management Certification.

Whereas, The Emergency Preparedness Act, Public Act 390 of 1976, as amended ("the Act"), authorizes the City to provide for the mitigation, preparedness, response and recovery from natural and human-made disasters;
 
Whereas, City Council has adopted Chapter 15 of the Code of Ordinances to comply with the requirements of the Act and ensure complete and efficient utilization of all City resources during periods of disaster or emergency;
 
Whereas,  The Mayor acts as required by the Act and Section 1:327 of the Code as the Director of emergency services forces of the City in accordance with the adopted emergency operations plan ("the Plan") and works through the Emergency Management Director in administration and operation of the Plan;
 
Whereas, Section 1:326 of the Code vests the Mayor with the appointment of the Emergency Management Director;
 
Whereas, City ordinance calls for a person appointed by the Mayor, on recommendation of the City Administrator, to act for and at the direction of the Mayor in the coordination of all emergency services, disaster preparedness, disaster planning, and recovery assistance within the City of Ann Arbor;
 
Whereas, Section 1:328 of Code requires that a minimum of one successor to the position of Emergency Management Director be appointed and that the line of succession shall be as established by Resolution; and
 
Whereas, Changes in the Safety Services Area structure necessitate a change in the current appointment of the Emergency Management Director and his Assistant Emergency Managers;
 
RESOLVED,  That operation of the Office of Emergency Management and responsibility for compliance with the program standards and requirements established by the City in coordination with federal and state agencies shall be, effective the date of this Resolution, under the command of Sergeant Edward Dreslinski, AAPD, designated as Emergency Management Director;
 
RESOLVED, That the following assistants are named to serve and assist the Emergency Management Director and in the absence or unavailability of the Emergency Management Director shall, in order of precedence as named here, shall assume the duties of the Emergency Management Director: Lucy Teets, Myron Blackwell, Mary Joan Fales, Matthew Naud, Matthew Schroeder, and Andrew Box;
 
RESOLVED,  That the Mayor retains the authority as stated in Section 1:326 of Code to remove or alter any individuals listed as staff to the Office of Emergency Management or the order of precedence for assumption of the duties of the Emergency Management Director;
 
RESOLVED, As Emergency Management Director, Sergeant Edward Dreslinski shall have all duties delegated to him as provided in Section 1:328 of the Code or as otherwise assigned by the Mayor as provided in Chapter 15 of the Code and shall regularly report to the Mayor and City Administrator on the state of the Plan and the operational needs of the Office of Emergency Management; and
 
RESOLVED, A copy of this appointing Resolution shall be listed in the City of Ann Arbor's Emergency Response Plan as required by Section 1:328 of the Ann Arbor City Code.
