Resolution to Approve Fiscal Year 2010 Fee Adjustments for Rental Housing Inspections in the Community Services Area

Attached for your consideration and approval is the resolution authorizing fee adjustments for FY 2010. A resolution was previously submitted and approved on May 18, 2009 with incorrect information. Without this increase, revenue generated from fees would not meet the budget.

Each year, in conjunction with the preparation of the budget, Service Units are requested to review license and fee revenues to determine if the costs of the services rendered are covered by the fees.

When determining cost to serve, Service Units take into account increases in expenses such as labor, materials and supplies, equipment, and overhead costs. Some Service Units’ cost to serve analysis resulted in a higher percentage increase than 3%, and the recommended increase in fees reflect the higher cost. Revenues are then budgeted based on the fee analysis. The proposed 2010 budgets reflect these revenues.

Community Services is proposing a 3% fee increase for Rental Housing Inspection Services in the Planning and Development Services Unit. Attached is the recommended fee increase proposal arranged by Service Unit within the Service Area.

Staff is recommending that Council approve the increases.

Whereas, Planning and Development Services has reviewed all of it’s fees as part of the FY 2010 budget submittal; and

Whereas, Fees in several areas were found to be inadequate to cover the costs of service or remain competitive with the market;

RESOLVED, That fees for Planning and Development Services be adjusted according to the attached schedules;
