Resolution to Approve an Agreement with West Shore Services, Inc. for Repairs, Upgrades, and Maintenance to the Outdoor Emergency Siren System ($72,417)
Memorandum
Attached for your approval is a resolution authorizing an agreement with West Shore Services, Inc. not to exceed $72,417, for repairs, upgrades, and maintenance to the outdoor emergency siren system.
This project is part of a multi-year plan to repair, upgrade, and maintain the twenty-two tornado sirens. This project maintains the current number and location of the sirens.
Six sites will receive new cabinets, radio controls, batteries, and receivers. Seven additional sites will receive new radio controls. These sites were based on a survey conducted by staff and the contractor along with feedback results from the monthly tests.
West Shore Services, Inc. is the only vendor in the State of Michigan who is authorized by the manufacturer to work on this system. Thus, a sole source purchase is requested. West Shore Services, Inc. is compliant with the City’s Non-Discrimination/Living Wage ordinance.
Budget/Fiscal Impact: Funds for this project were approved as part of the FY20 Fire Services budget.

Whereas, The City of Ann Arbor has twenty-two tornado sirens with several of these sirens being in need of repairs, upgrades, and maintenance;
Whereas, West Shore Services is the sole Michigan provider authorized by the manufacturer to perform maintenance, repairs, upgrades to the siren equipment and provided a quote of $72,417; and
Whereas, Funds for this project were approved as part of the FY20 Fire Services budget.
RESOLVED, That City Council approve the attached agreement with West Shore Services, Inc. for the repairs, upgrades, and maintenance of the outdoor emergency sirens not to exceed $72,417;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
RESOLVED, That City Council authorize the City Administrator to take the appropriate administrative actions to implement this resolution.
