Memorandum
Attached for your review and approval is Resolution No. 4 establishing the date for the Public Hearing on the Dhu Varren Sidewalk Improvements Project; Special Assessment District No. 53, File No. 19-0881.

An administrative hearing explaining the project to property owners was held in April 2018. Included in the discussions were cost estimates, property assessments and the work schedule. Resolution No. 1 was previously approved on July 2, 2018. Resolution No. 2 establishing the estimated cost of the project, the estimated project revenue sources and directing the preparation of the special assessment roll was approved by Council on June 17, 2019. Resolution No. 3 scheduled the Public Hearing for July 15, 2019.

A summary of the project costs is provided below:
Budget/Fiscal Impact:

Federal Surface Transportation Grant $ 578,420.80
Street, Bridge, and Sidewalk Millage $ 195,033.43
Special Assessment $ 78,955.37
Total Estimated Project Cost $ 852,409.60

Per City ordinance, it is recommended that property special assessments up to $1,200.00 be billed in one installment. Property special assessments over $1,200 shall be divided into equal installments as indicated in Chapter 12, subsection 1:275(2).
