Resolution to Authorize the Purchase of a 2020 Vactor Combination Sewer and Catch Basin Cleaner from Jack Doheny Companies (Sourcewell Bid - $571,090.00)

Memorandum

The attached resolution authorizes the purchase of one 2020 Vactor Combination Sewer and Catch Basin Cleaner mounted on a 2020 Western Star 4700 chassis (the Vactor) at a cost of $571,090.00 through the Sourcewell cooperative purchasing program (contract #122017-FSC) for use by the Public Services Area, Public Works Unit.

 

The Vactor combines high pressure water and a powerful vacuum to clean sewers, catch basins, and to vacuum-excavate soils. Vactors are the City’s primary tool to clean and maintain its sewer systems. All City vacuum trucks are Vactor brand and thus have interchangeable parts, which allows a substantial reduction in parts inventory. Having the same brand also allows operators more familiarity with the equipment so as to reduce training time and improves operations.

 

This Vactor will be equipped with a water recycler that will allow extended cleaning sessions while reducing overall water consumption.  Our current Vactor units use clean water as the supply that is forced through the nozzles at high pressure to actually clean the pipes or cut through blockages.  Once this clean water tank is depleted, the crew must suspend their operations and take the Vactor to be refilled with clean water.  All the clean water is discharged during operations into the sewer system. 

 

The recycler unit cleans the liquid that is being vacuumed from the sewers and reuses it instead of clean water if the pipe flow is adequate. This allows extended cleaning sessions, reduced water consumption for operations, less water discharged into the storm and sanitary sewers and less road time for the vehicle travelling back and forth for clean water.

 

This unit will replace asset #2620, a Vactor combination sewer and catch basin cleaner mounted on a 2012 Kenworth chassis that has 9,073 hours of use and whose repair costs have exceeded 63% of the purchase price of the vehicle. 

 

Federal Signal Corporation, the manufacturer of the Vactor brand, was awarded contract number 122017-FSC by the Sourcewell cooperative purchasing program for sewer vacuum equipment. Jack Doheny Companies, Northville, Michigan, is the sole Michigan vendor of Vactor brand equipment and supplies for Federal Signal Corporation.  The City’s purchasing unit has reviewed the Sourcewell cooperative purchasing program and found that it meets the requirements of the City of Ann Arbor for competitive and fair purchasing.  

 

Jack Doheny Companies complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget Impact: Adequate funding for the purchase of the sewer vacuum truck has been budgeted in the approved FY20 Fleet Services Fund budget and the approved FY20 Sewage Disposal Operating and Maintenance budget.

 

Green Fleet Policy: At its May 16, 2019 meeting, the Green Fleet Committee approved the need for the replacement of this vehicle, that the proposed replacement is consistent with the Green Fleet Policy, and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, the Sourcewell cooperative purchasing program received competitive bids;

 

Whereas, Federal Signal Corporation received the contract for sewer vacuum equipment and Jack Doheny Companies of Northville MI is the dealer of record for Federal Signal Corporation in the State of Michigan;

 

Whereas, Jack Doheny Companies complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this equipment in the amount of $470,591.00 are available in the FY20 approved Fleet Services Fund budget and in the amount of $100,499.00 are available in the FY20 approved Sewage Disposal Operating and Maintenance budget;

 

RESOLVED, That the City Council approves the issuance of a purchase order to Jack Doheny Companies, for one 2020 Vactor Combination Sewer and Catch Basin Cleaner mounted on a 2020 Western Star 4700 chassis for a total amount of $571,090.00;

 

RESOLVED, That funds for the purchase of this equipment are to be available without regard to fiscal year;

 

RESOLVED, That the equipment being replaced (no. 2620) be sold at the next City vehicle auction after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take necessary actions to implement this resolution.
